- The Army is seeking a Technical Advisor for Public Participation for Badger Army Ammunition Plant (BAAAP), Baraboo, WI. The Technical Assistance for Public Participation (TAPP) program provides community members of Restoration Advisory Boards (RABs) and Technical Review Committees (TRCs) access to independent technical support in interpreting scientific and engineering issues with regard to the nature of environmental hazards and restoration activities. The contractor is expected to present information at the RAB meetings. The technical assistance required under this particular effort is to review, interpret, and explain a forthcoming alternative feasibility study (FS) to the general public. This FS will review existing site conditions, past actions, and recommend a cleanup strategy for soils at the Settling Ponds and Spoils Disposal Area at BAAAP. Soils in the dry pond bottoms and associated upland dredged spoils piles contain some inorganic and organic compounds from past propellant production that ended in 1975. Lead and dinitrotoluene are two of the primary compounds of concern. Human health and ecological considerations will be used to evaluate the proposed remedial actions for cleanup. The Wisconsin Department of Natural Resources (WDNR) is the primary review agency and consults with EPA Region V. We expect written comments from WDNR on the draft final FS they receive for review. Any changes resulting from WDNR comments and written responses to comment will be included in/with the final version of the FS. The FS on the Settling Ponds area will be addressed in a report containing final remedy selection, expected by May 2012. All work shall be completed on or before September 30, 2012. The contractor shall make a minimum of two visits to BAAAP for meetings and/or presentations. The contractor shall submit progress reports, financial status reports and provide copies of materials prepared for the RAB on a monthly basis. The contractor shall provide a final report documenting the TAPP project activities over the entire period of support and shall describe the achievements with respect to the stated TAPP project purposes and objectives. Contractor must demonstrate experience of advising citizen groups. Contractor must hold an advanced degree in geology along with extensive experience, and hold a PG (Professional Geologist) license recognized by the state of Wisconsin.
