Description
architecture support effort to analyze existing DISA technical architectures and use model based systems engineering methods to develop and/or evolve technical architectures using tools compatible with DISA’s architecture tool suite. PURPOSE: DISA Engineering Directorate is conducting this Request for Information (RFI), for its architecture support effort to analyze existing DISA technical architectures and use model based systems engineering methods to develop and/or evolve technical architectures using tools compatible with DISA's architecture tool suite. DISA's architecture tool suite uses the standards-based systems modeling language (SysML) and can produce DoDAF compliant artifacts. SMEs in systems engineering, service oriented architecture (SOA) architecting, network engineering, information systems, information assurance, and integration services aligned with specific DISA domain areas are required to support this task. The contractor will provide SMEs to analyze, develop, or evolve technical solutions and document them with SysML models, diagrams, and technical documents. The resulting products, developed by both government and contractor personnel will provide value throughout the life-cycle of DISA programs and projects by providing more precise understanding of how systems work. These products will also ensure stakeholder requirements are being satisfied, increase interoperability, and provide the basis for on-going verification and validation that ultimately reduces risk. Additionally, the architecture tool suite will be used to provide DoDAF compliant artifacts from the SysML models. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR REIMBURSE ANY COSTS ASSOCIATED WITH THE PREPARATION OF RESPONSES TO THIS RFI. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this RFI marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. Whatever information is provided in response to this RFI will be used to assess tradeoffs and alternatives available for determining how to proceed in the acquisition process for the DISA Enterprise Engineering Architecture Support In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. This RFI is a request for all interested small businesses to describe their technical capabilities and demonstrated experience with support for the DISA Enterprise Engineering Architecture Support contract needs. Interested parties should describe their technical capabilities and demonstrated experience with development & analysis of technical architectures, Model Based Systems Engineering (MBSE), networking, enterprise solutions, information assurance, integration services, Health Insurance Portability and Accountability Act of 1996 (HIPAA), MBSE tools, SysML models, Department of Defense Architecture Framework (DoDAF), cloud based solutions and services. All interested contractors are requested to provide written response to the requested information below. A response to this RFI is necessary in order to assist DISA in determining the potential levels of interest, adequate competition, and technical capability within the Small Business Community to provide the required services. In addition, this information will also be used to assist DISA in establishing a basis for developing any subsequent potential subcontract/small business participation plan and/or small business goal percentages. This acquisition has 3 tasks as listed below: Task 1 - Project Management Task 2 - Develop and Analyze Technical Architectures Task 3 - Enterprise Infrastructure Enterprise Engineering Architecture Support shall accomplish the tasks outlined, the winner of this effort shall be required to cooperate and work with the contractor supporting the architecture support effort.
