Description
The Bureau of Reclamation is conducting a market survey/sources sought to determine if there are qualified small business sources that are capable of executing highly specialized services. Reclamation requires a Contractor with specific expertise in the areas of paleoseismology, neotectonics, Quaternary geology, and engineering geology related to hazards from earthquakes, landslides, and nontectonic deformation. The Government envisions that contractor qualifications will consist of the following: The Consultant shall have the breadth and depth of knowledge from a combination of education (Ph.D. in geology or engineering geology); work, research, and teaching experience (at least 20 years experience that includes at least 50 projects); publications in peer-reviewed journals and books; publications of reports and maps by Federal and State geological agencies; and contract reports for numerous projects in the United States and other countries. The Contractor shall have extensive knowledge and experience in paleoseismology or paleoearthquake chronology, neotectonics, Quaternary faulting (including deciphering the history of fault surface ruptures), tectonic geomorphology, tectonic and non-tectonic processes that deform Quaternary deposits (including landslides and salt deformation), and thermoluminescence and radiocarbon dating as used in seismic hazard evaluations. The Contractor shall have extensive knowledge and experience in the application of study findings and their consequences to earthquake hazards related to critical structures, such as dams. The Contractor shall have previous experience with Federal, State, and Local governments on studies related to hazard assessment, especially earthquake and landslide hazards. The Consultant shall be thoroughly familiar with the geologic history of Joes Valley and the surrounding area, particularly the issues evaluating Quaternary tectonic and nontectonic features in this region. The following experience is highly desirable: Knowledge and experience working with glacial and fluvial deposits and landforms in settings similar to those in Joes Valley; Knowledge and experience in structural geology, especially as related to earthquakes hazard assessment and tectonic and nontectonic processes; Familiarity with interpreting subsurface geology from seismic and other data. The pending requirement will require some on-site survey work (2 trips) at the Joes Valley fault zone in central Utah. Required on-site performance will transpire in May or June as site conditions merit. Reports will be required for the site examinations. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. This a market research tool used to determine if the pending requirement can be effectively issued as a 100% small business, set-aside. Capability to commence with the requirement shortly after award is a consideration since spring conditions maximize site examination. The estimated overall period of performance will 4 to 5 months based on date of award. If adequate interest or sufficient supporting documentation is not received from qualified small business concerns, the solicitation may be issued on an unrestricted basis without further notice. Interested parties should submit a capabilities package not longer than 4 pages demonstrating the ability to perform requirements based on technical qualification requirements. Packages should also include the following information: (1) Business name, address, CAGE code/DUNS, size classification based on NAICS size standard, and a point of contact, (2) evidence of your proposed staff experience which meets Government minimum experience requirements. The applicable North American Industry Classification System (NAICS) code is 541990 and the related small business size standard in millions of dollars is $7 Million. However, the government reserves the right to change the classification if deemed necessary.
