Solicitation Number: VA241-12-Q-0424 Notice Type: Combined Synopsis/Solicitation Synopsis: (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is VA241-12- Q-0424 and is issued as an RFQ. (iii) The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular (FAC) 2005-56, effective April 2, 2012. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulations (FAR) and Veterans Affairs Acquisition Regulations supplement (VAAR) can be accessed on the Internet at https://www.acquisition.gov/far/ (FAR) and http://vaww.appc1.va.gov/oamm/vaar (VAAR) (iv) This solicitation is issued as a sole source requirement. VISN 1 Contracting Activity intends to negotiate a sole source under the authority of FAR Part 6.302-1, only one responsible source to the vendor, Computype, Inc, who is a small business, and they are located at 2285 W. County Road C, Saint Paul, MN 55113-2503. However, all other responsible sources that feel they can meet or exceed the specifications of the requested line item(s) may submit a capability statement, proposal, or quotation, which may be considered by the agency. The North American Industry Classification System (NAICS) code is 323119, and the size standard is 500 employees. (vi) The following STATEMENT OF WORK is a detailed description of the requirements for this solicitation: The VISN 1 Contracting Activity intends to negotiate on a sole source basis pursuant to FAR 6.302-1 -- only one responsible source to the vendor, Computype, Inc, who is a small business, and they are located at 2285 W. County Road C, Saint Paul, MN 55113-2503. Product Information/Salient Characteristics Appl A4+1000 600dpi 70X60mm Drive Roll Unit Custom Drive Rollers Enterprise Automation 10 Printer License Cbl (Part number #: 1040928) A4+1000 Applicator Includes: o cab Technologies A4+ 600 dpi Thermal Transfer Printer with Peel Option o cab Technologies A4+ Rotating Unwinder o A1000 Tamp Applicator w/ 300mm (11in) Stroke o Steel Applicator Base Frame o Universal Tamp Pad 70mm x 60mm o Drive Roll Unit with Cable and Foot Switch o Custom Drive Rollers o BarTender Enterprise Automation; 10 printer license o Communication Cable, RS232C, DB9F to DB9M, straight-thru o On-site training and installation Description In conjunction with the A2+, A4+ and A6+ printers, the A1000 applicator represents a cost-effective solution for both semiautomatic operation and for integration into automated production lines. oLong service life - The ball-bearing guide bars are low-wearing. oVariable product heights - The lift cylinder allows labeling at different heights. It is available in different stroke lengths. oEasy adjustment - The tamp pad can be adjusted in alignment with the peel-off plate using four screws. Processing control is optimized during testing using the operation panel. oPre-dispense button - Tests the labeling function. Pushing the button the first time causes the label to be printed and held by the pad. Pushing the button again starts the application. oCompressed air regulation unit - The microfilters prevent contamination and the compressed air regulator ensures the labeling quality. oHigh process reliability - The supporting air jet stream, induction air and lifting speed can be adjusted. The pressure can be reduced to less than 1 kg for highly sensitive products and packaging. To avoid contamination of the vacuum holes, they are cleaned with air pressure after each application. oReal-time application - Labels with a height of 25 - 200 mm and a width of 25 - 176 mm can be dispensed. The Government will award a contract resulting from this solicitation to the responsible offeror who is deemed the lowest bidder technically acceptable. In order to receive a technically acceptable rating, quotes and submittals will be evaluated based on whether or not they meet or exceed the specifications of the Statement of Work, product description/salient characteristics and requested line item(s). (x) 52.212-3 Offeror Representations and Certifications - Commercial Items- Offeror's are to include a COMPLETED COPY OF PROVISION 52.212-3 WITH THE SUBMITTED QUOTE, unless offeror has a current ORCA certification.
