Solicitation Number: VA241-12-Q-0423 Notice Type: Combined Synopsis/Solicitation Synopsis: (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is VA241-12- Q-0423 and is issued as an RFQ. (iii) The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular (FAC) 2005-56, effective April 2, 2012. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulations (FAR) and Veterans Affairs Acquisition Regulations supplement (VAAR) can be accessed on the Internet at https://www.acquisition.gov/far/ (FAR) and http://vaww.appc1.va.gov/oamm/vaar (VAAR) (iv) This solicitation is issued as a sole source requirement. VISN 1 Contracting Activity intends to negotiate a sole source under the authority of FAR Part 6.302-1, only one responsible source to the vendor, Bio Sero LLC, who is a small business, and they are located at 4202 Sorrento Valley Blvd Ste F., San Diego, CA 92121-1414. However, all other responsible sources that feel they can meet or exceed the specifications of the requested line item(s) may submit a capability statement, proposal, or quotation, which may be considered by the agency. The North American Industry Classification System (NAICS) code is 334516, and the size standard is 500 employees. (v) This requirement consists of the following line item: Item #Description Qty 0001 - ZTS-A6-80 DataPaq High Speed Single Rack Scanner with Cryoprotection - Qty: 13 ea (vi) The following STATEMENT OF WORK is a detailed description of the requirements for this solicitation: The VISN 1 Contracting Activity intends to negotiate on a sole source basis pursuant to FAR 6.302-1 -- only one responsible source to the vendor, Bio Sero LLC, who is a small business, and they are located at 4202 Sorrento Valley Blvd Ste F., San Diego, CA 92121-1414 DataPaq High Speed Single Rack Scanner The Ziath High Speed Single Rack Scanner is easy to set up, with a robust design and additionally has a cryoprotection option to prevent condensation when scanning cryogenically frozen samples. "Compatible with 384, 96, 48 and 24-tube racks "One-click scan: 5 second scan time per rack "Integrates fully into robotic platforms "Compatible with Matrix, ABgene, Nunc, REMP, Micronic, FluidX tubes and many more "Export data to Excel, text, XML, images "Operating systems: Windows XP, Vista, 7 "Simple installer; no dongles required "Database connectivity: SQL Server, Oracle, MySQL, Postgres, HSQL & others "Compact: 145 x 234 x 41mm (WxDxH) "Durable construction - 2 year guarantee "Free software upgrades for life "Ziath's expertise and support come as standard Easy To Set-Up and Easy To Use The DataPaq High Speed Single Rack Scanner o?ers easy set-up, straight out of the box, with only a few minutes for con?guration. After a one-time automatic calibration, the scanner is ready to read Matrix, ABgene, Nunc, FluidX, REMP and many other tubes. Our DataPaq software makes it simple to export to Excel, XML or text and scanned images can also be saved. The DataPaq A6 scanner can also be used with our Linear Barcode Reader so the barcode on the side of the rack can be scanned simultaneously. Intelligent Scan Information The software displays the results of the scan and can identify the difference between a correctly scanned tube (green ring), a damaged tube (red ring) and missing tube (grey ring). Cryoprotection Option The occurrence of condensation whilst scanning tubes straight from cryogenic storage is well known. Ziath's Cryoprotection is a cryoprotective coating that eliminates the occurrence and ensures uninterrupted scanning. As Ziath's method for eliminating condensation uses no extra electrical components, reliability is increased and costs are significantly decreased. The Government will award a contract resulting from this solicitation to the responsible offeror who is deemed the lowest bidder technically acceptable. In order to receive a technically acceptable rating, quotes and submittals will be evaluated based on whether or not they meet or exceed the specifications of the Statement of Work, product description/salient characteristics and requested line item(s). (x) 52.212-3 Offeror Representations and Certifications - Commercial Items- Offeror's are to include a COMPLETED COPY OF PROVISION 52.212-3 WITH THE SUBMITTED QUOTE, unless offeror has a current ORCA certification.
