Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation F7R3142101A001 is being issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-56. This solicitation is set-aside 100 percent for Small Business. The NAICS codes that apply are 237120 (business size is $33.5 million) and 238990 (business size is $14 million). This action will result in a "Credit Contract" purchase order, utilizing simplified acquisition procedures under Full and Open competition. Services, Non-personal: The contractor shall provide all labor, tools, materials, equipment, supervision and expertise necessary to provide for the following: Removal of above-ground propane tank and extraction of propane contained within tank. See attached Statement of Work for further details. Drawings shall be made available at site visit (outlining utilities locations, propane tank schematics, etc). Contractors will be responsible for verifying measurements in-the-field. Note: propane tank and propane contained within the tank will be turned over to the contractor to take ownership; therefore, the Government anticipates a "credit" for both commodities. Contractor is to include as a part of their proposal the amount of credit they will provide the Government with for both the propane and the tank, in addition to their estimate for completing services outlined in attached Statement of Work. See attachments for applicable provisions and clauses associated with this requirement. Compensation to the Government for credit of propane and tank shall be provided to the Government prior to start of work (a payment schedule will be established); upon receipt of full compensation for propane and tank, the Government will provide contractor with title for said propane and tank. A site visit will be conducted on 20 April 2012 at 1:00pm, at the following location: 179th Airlift Wing, Ohio Air National Guard, Mansfield, Ohio 44903-8049. If you plan to be represented at this site visit, forward name and driver's license number for all individuals who will be attending, no later than 5:00pm, 19 April 2012. All questions related to this acquisition are required to be submitted in RFI (request for information) format, and shall be submitted no later than 07 May 12 @ 1:00pm. Upon receipt of contract award, the contractor will be required to obtain a Performance Bond, for the aggregate amount for the services to be provided and the agreed upon worth of the propane and tank. Currently, Davis Bacon wage rate General Decision Number OH120002, Modification No. 06, dated 04/06/2012, is applicable to this task order. However, the current prevailing Wage Determination will be incorporated at time of award. The Government will make award to the offer whose proposal provides net compensation that is most beneficial to the Government (total compensation offered for propane and tank minus cost for services outlined in statement of work). Each proposal shall include a completed AF 3052 (cost breakdown spreadsheet); see attached template.
