- NASA/JSC is hereby soliciting information about potential sources for the purchaseof a Miniature Cold-Gas Thruster valve with integral nozzle, for use on the International Space StationSimplified Aid for EVA Rescue (ISS SAFER) fleet replacement project. The existing SAFERunits are being retired over the next two years. These thrusters will be used in selfrescue devices worn by astronauts during spacewalks. They must be manufactured, tested,and qualified to the highest standards consistent with critical manned space flighthardware. The thruster shall be manufactured per the following specifications and perform at thespecified levels and conditions:- The thrust shall be verified at ambient, such that the vacuum thrust at 230 psia is.08lbf.- The lsp shall be calculated to be 70 Lbf-sec/Lbm minimum. - Minimum stall pressure with the coil at 160 deg F and 24 Vdc shall be 325 psig. Internal leakage shall not exceed 0.1 sccm at 230 psia inlet at 70F, and 1 sccm at 160Fand 2.0 sccm at -40 degF. - External leakage shall not exceed 0.1 sccm at 230 psia inlet at 70F. - The valve shall operate on 24 volt nominal power supply. - The coil resistance shall be 28 +/- 1.5 ohms at 70 degF. - Insulation resistance shall be greater than 1 MOhm at 70 degF. - The pull-in voltage shall be less than 21 Vdc with 265 psia inlet with coil at 160degF. - The drop out voltage shall be less than 2.5 Vdc with 230 psia inlet and the coil at -40degF initial temperature. - The opening response shall be less than 3.5 ms with 230 psia inlet with the coil at 160deg F.- The closing response shall be less than 3.5 ms with 230 psia inlet with the coil at -40degF. - The thruster shall be capable of completing a minimum of 20,000 cycles with a 230 psiainlet.- A qualification test shall be conducted to verify that the thruster meetsspecifications at completion of 20,000 cycles.- The thruster shall be capable of completing a total on time of 570 seconds minimum withan inlet pressure at 230 psia in a vacuum. - The thruster shall be capable of completing a continuous on time of 60 seconds minimumwithout flow, in a vacuum. - The thruster shall be capable of a continuous on time of 240 seconds, with flow at aninlet pressure of 230 psia. - A qualification test shall be conducted to verify this specification. - The minimum proof pressure shall be 750 psia. - The minimum burst pressure shall be 1250 psia and shall be demonstrated byqualification test. - The weight shall be less than.07 lb without the wire leads.- The diameter shall be less than.6 inches. - The total length along the thrust axis shall not exceed 1.0 inches including thenozzle, excluding the threaded and fitting. - The wiring shall conform to MILW22759/20, 24AWG. - The fluid connection shall be 0.190-32UNF-3A per MILSTD7742.The contractor must be able to meet the following standards and specifications:- SAE AS9100C - Quality Management Systems for Aviation, Space and Defense Organizations- ANSI NCSL Z540-1 - Requirements for Calibration Laboratories, Measuring and TestEquipment- IEST-STD-CC1246D - Product Cleanliness Levels and Contamination Control Program- J-STD-001ES - Space Applications Electronic Hardware Addendum to Requirements forSoldered Electrical and Electronic Assemblies- JSC-49879 - Johnson Space Center (JSC) Wire and Cable Integrity Compliance Program- SAE-AS22759/20 - Wire, Electric, Flouropolymer Insulated, High Strength Alloy- SAE-AMS 2681 - Welding, Electron beam - MIL-P-27401C - Propellant, Pressurizing Agent Nitrogen Welding- MIL-STD-7742 - Screw Threads, Optimum Selected Series, General Specification for JSC is seeking capability statements from all interested parties, including Small, SmallDisadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service DisabledVeteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) forthe purposes of determining the appropriate level of competition and/or small businesssubcontracting goals for the purchase of a miniature cold-gas thruster valve withintegral nozzle for use on the ISS SAFER. The Government reserves the right to considera Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZonebusiness set-aside based on responses hereto.No solicitation exists; therefore, do not request a copy of the solicitation. If asolicitation is released it will be synopsized in FedBizOpps and on the NASA AcquisitionInternet Service. It is the potential offerors responsibility to monitor these sitesfor the release of any solicitation or synopsis.Interested offerors/vendors having the required specialized capabilities to meet theabove requirement should submit a capability statement of 10 pages or less indicating theability to perform all aspects of the effort described herein.Please advise if the requirement is considered to be a commercial or commercial-typeproduct. A commercial item is defined in FAR 2.101.This synopsis is for information and planning purposes and is not to be construed as acommitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemedfully qualified will be considered in any resultant solicitation for the requirement.
