- Federal Motor Vehicle Safety Standard (FMVSS) No. 213, "Child Restraint Systems." On January 1, 1981, the National Highway Traffic Safety Administration (NHTSA) issued Federal Motor Vehicle Safety Standard (FMVSS) No. 213, "Child Restraint Systems." FMVSS No. 213 specifies various performance tests which include material tests and dynamic impact tests. This Statement of Work and contract deal specifically with the material test requirements which are conducted on child restraint system components. FMVSS No. 213 sets forth the performance requirements for many types of child restraint systems. It includes the testing provisions which are necessary to determine whether a restraint system meets those performance requirements. The test provisions include materials tests which are intended to verify that the webbing, hardware and other components of a child restraint system comply with the requirements for those components. The applicable test procedure is based on the requirements in FMVSS No. 213. The Contractor shall furnish the necessary qualified personnel, facilities, materials, supplies, and equipment to perform testing services necessary to determine conformance of child restraint components, provided to the contractor as Government Furnished Test Items (GFTI), with the applicable test procedure based on the requirements of FMVSS No. 213. With respect to the GFTI, either whole child restraints or individual components may be provided. The contractor shall provide test reports to the agency in conjunction with completing each test. The contract will have a total possible performance period of five (5) years each. This includes a base period of one (1) year with four one (1) year option periods. The NAICS code is 541830. The solicitation DTNH22-12-R-00569 will be available for downloading from http://www.fedbizopps.gov/ on or about April 23, 2012. The anticipated award date for the resultant contracts is expected on or about August 11, 2012.
