- This is a notice of intent to award a sole source contract and is not a request for competitive proposals. The government intends to solicit a proposal and enter into a contract with Commontime LTD, 15 St Christophers way, Derby GBR DE248JY. a Large Business concern, The Commontime LTD will provide Msuite software product that allows for iPad user to connect their iPads to the National Park Service Lotus Notes email system. It allows users to send and receive email and calendar updates. Under authority of FAR 6.302-1(a)(2)(ii). Please see the below Justification for other than Full and Open Competition for further details. This notice of intent is not a request for competitive proposals. However, the Government shall consider all responses received prior to the close date of this announcement. Written responses to this notice shall contain sufficient documentation to establish bonafide capability to fulfill the requirement. A solicitation is not available. Please-mail contract specialist, James Bowers with responses or questions regarding this requirement maybe submitted via facsimile to James Bowers, at 907-644-3802 or email at James_Bowers@nps.gov This service will be procured under Firm Fixed Price Commercial in accordance with FAR Part 12 procedures and Other Than Full and Open Competition as authorized under FAR 6.302-1 and FAR 25.103(e). GENERAL DESCRIPTION: Alaska Regional Office requires a software program that allows for iPad user to connect their iPads to the National Park Service Lotus Notes email system requires the installation of a new POS register system with Advantage software that can be used to account and remit for fee collections. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (or SOLE SOURCE) Background: The Alaska Region currently uses a software and license service called mSuite which was created by CommonTime. This product allows for iPad user to connect their iPads to the National Park Service Lotus Notes email system. The original purchase of this software and service was done via a government charge card in order to test the environment. Now that everything has been fully tested, implementation has come to a point where more User Licenses are required. 1. FAR Statutory Authority cited: 6.302, Circumstances Permitting Other Than Full and Open Competition. CommonTime is the creator of this product and the only vendor that sells this product. It is not available from any other source. 2. Nature and description of the supplies or services required to meet the agency's needs.This product allows for iPad user to connect their iPads to the National Park Service Lotus Notes email system. It allows users to send and receive email and calendar updates. 3. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights etc.). CommonTime is the creator of this product and the only vendor that sells this product. It is not available from any other source. 4. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: Since we already have the CommonTime mSuite software installed and server equipment setup, we know that this product works and is already distributed amongst our users. To go out and try to find another product would take time and financial resources that have already be spent to proof the current CommonTime deployment. 5. Any other facts supporting the use of other than full and open competition: It is not financially beneficial to research another product when we have a product that already works and we're simply trying to add additional licenses. 6. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required. None
