- JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (or SOLE SOURCE) Background: Denali National Park needs to have support infrastructure for its 16 NPS owed housing condo units located within the Joint Venture concessions land assignment. 1. FAR Statutory Authority cited: 6.302, Circumstances Permitting Other Than Full and Open Competition. No one else can provide infrastructure support to the NPS owned housing units due to their location within the JV Concessions land assignment. 2. Nature and description of the supplies or services required to meet the agency's needs.Provide electric services to unit for lights and heatProvide unlimited use of bathhouse facilities for restroom and shower use for NPS employees living in housing unitsProvide unlimited use of laundry facilitiesProvide unlimited access to recreation hall facility 3. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights etc.). Joint Venture owns all the rights to the support facilities through a concessions contract. No one else can provide support facilities to these units. 4. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: No market research was conducted because Joint Venture has sole ownership of the infrastructure to support these housing units 5. Any other facts supporting the use of other than full and open competition: 6. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required. The park service chooses to keep the NPS owned housing units for NPS seasonal needs. If future funding decreases significantly, the NPS may assign these housing units to the concessioner for their use.
