Description
The solicitation will be designated a 100% HUB Zone set aside. This acquisition will utilize the best value source selection process with the intent to award one contract to one responsible offeror whose proposal conforming to the Request for Proposal (RFP) is the lowest price technically acceptable (LPTA). The evaluation factors are: Factor 1 Price, Factor 2 Key Personnel, Factor 3 Past Performance. Award of the contract will be made as a whole to the offeror whose proposal conforms to all requirements of the specifications and is the lowest price technically acceptable. The awardee must be HUBZone certified at time of award. The project requires the contractor to furnish all supervision, labor, materials, tools, equipment, apparatus, testing, and transportation required to Maintain Squadron Operations which requires but is not limited to providing new commercial grade carpet and wallpaper; Repair Squadron Operations which requires but is not limited to replacing interior doors and blinds; replacing entrance sign with new electronic directory; repairing ceilings, walls, and floors; repair soldier brick around windows, entryways; installing canopy at main entrance; and repair concrete and alleviating flooding at rear of building; Repair Command Post B407 which requires but is not limited to repairing restrooms, offices, console room, communications room, NCOIC room, and supervisor's room including walls, floors, ceilings, HVAC, sprinkler, acoustical ceiling grid, LAN drops, lights, and electrical circuitry; Construct Addition Command Post B407 of 2400 square feet which requires but is not limited to foundation, concrete floor slab, brick veneer siding with brown metal highlights. The roof will be a "green roof" project with an intensive rating. No award will be made until funds are available. The project site is located at the 910 Airlift Wing (AFRC), Youngstown Air Reserve Station, 3976 King Graves Rd, Vienna OH 44473-5931 (Trumbull County). The magnitude of this project is between $1,000,000 and $5,000,000. Total contract performance period is 360 calendar days from the date of receipt of the notice to proceed. The resultant award will be a Firm-Fixed Price contract. The NAICS Code is 236220; the Size Standard is $33.5 million average annual receipts over the past three years. Paper copies of the solicitation will not be provided as these documents, which include the solicitation, drawings, and specifications, can be downloaded from the FedBizOpps (FBO) at http://www.fbo.gov and should be available on or about 27 April 2012. Once the solicitation is posted, it is incumbent upon the interested parties to review this web site frequently for any updates/amendments to any and all documents. The closing date for submission of offers is estimated to be on or about 29 May 2012 at 2:00 PM EST and will be contained in the solicitation package. A site visit is tentatively scheduled for Thursday 10 May2012. To be included on the Potential Prime, Subcontractor, and/or Supplier List, interested parties should identify themselves by registering on the Interested Vendors List (IVL) found on the FBO website. Contractors are advised that in order to receive an award as the prime contractor, they must be listed in the Central Contractor Register (CCR) database; failure to register will disqualify a contractor from award should the contractor be selected and not registered. Contractors may register via the Internet CCR website at http://www.ccr.gov. Registration may take up to three weeks to process. Recommend registering immediately in order to be eligible for timely award. Contractors are also advised that they must register with the Online Representations and Certifications Application (ORCA) or risk having their proposals declared non-responsive. ORCA replaces most paper-based certifications and representations previously found in Section K of contractor proposals. Prime contractors, subcontractors and/or suppliers may attend the site visit. All responsible sources may submit a proposal which shall be considered by the Air Force Reserves. The dates cited above are estimates, not actual.
