- Description
- The Overseas Military Banking Program (OMBP) provides retail banking operations at overseas locations (Germany, the United Kingdom, the Netherlands, Italy, Kwajalein, Japan/Okinawa, Korea, Diego Garcia, Cuba, and Honduras) in support of military disbursing officers (DOs), non-appropriated fund instrumentalities (NAFIs), and authorized personnel. For individuals, these banking services include: U.S. dollar checking and savings accounts; certificates of deposit, cashiers checks and drafts, money orders, and travelers checks; U.S. savings bonds redemptions; cashing of U.S. Treasury checks for payees upon proper identification; selling and repurchasing local currency; unsecured personal loans; and inward bank transfers and wire transfers. Many U.S. Military Service members stationed overseas rely directly on the OMBP for their basic banking needs. While the OMBP was designed to provide basic financial services to military personnel overseas, it also is an important element in the Department's disbursing network and the financial institution of choice for NAFIs such as the Exchange Services. For DOs, the contractor accepts deposits for credit to the U.S. Treasury, scans both sides of negotiable instruments, provides U.S. and local currency, operates currency custody accounts when authorized by the Department of Defense (DoD), and provides checking account services. For NAFIs, the contractor provides checking account services, U.S. and local currencies, interest-bearing time deposits and accounts, and wire transfers. The expected duration of this effort will be a five-year base and five one-year options. A solicitation for these services is expected to be issued on or around May 18, 2012. All responsible sources may submit a proposal which shall be considered. Technical data required to respond to the solication can be obtained by submitting a copy of the Non-Disclosure Agreement provided as part of the solicition to the Point of Contact noted. The technical data will then be provided by CD to the interested party.
