- Supply and Install Generator Handrails SCOPE: Provide and install handrails on top of the generator housing in the Oahe power plant. There are seven generators in the power plant. Handrails will be installed in a manner to allow the generator housing to be removed during maintenance operations of the generators. Handrails shall be of welded aluminum construction as required in this specification. All work will take place in the Oahe Power plant. PART 1 - SUBMITTALS 1.1The manufacturer shall submit calculations for approval at the request of the contracting officer. 1.2Procedures for filling existing holes. 1.3Shop Drawings and procedures for securing aluminum floor flange to generator housing cover. 1.4The Contractor shall develop and submit the Welding Procedure Specifications (WPS) for all welding; including welding done using prequalified procedures. Prequalified procedures may be submitted for information only; however, procedures that are not prequalified shall be submitted for approval. PART 2 - QUALITY ASSURANCE 2.1Manufacturer and installer shall have a minimum of 5 years experience in this field. 2.2Design shall conform to appropriate OSHA handrail design specifications and all other specifications in this contract. 2.3Sample of all components, bases, toe boards and pipe must be submitted for approval at the request of the engineer. PART 3 - PRODUCTS 3.1Handrails 3.1.1Railing shall be of welded construction and will conform to AWS D1.2 Structural Welding Code-Aluminum. 3.1.1Railing shall be a 1 " schedule 40 aluminum pipe alloy 6105-T5, ASTM-B-429 or ASTM-B-221. Post shall be 1 " aluminum pipe of the same alloy. Post spacing shall be a maximum of 6'0". 3.1.2Handrails shall be designed to withstand a 200lb concentrated load applied in any direction and at any point on the top rail. 3.1.3Intermediate railings shall be provided such that a 21-inch diameter sphere cannot pass through any opening. 3.1.4Posts shall not interrupt the continuation of the top rail at any point along the railing, including corners and end terminations (OSHA 1910.23). The top surface of the top railing shall be smooth and shall not be interrupted by projected fittings. 3.1.5Finish shall be Aluminum Association M10-C22-A41 (215-R1). The pipe shall be plastic wrapped. The plastic wrap is to be removed after erection. 3.2Toe Boards 3.2.1Toe Boards shall be Aluminum Alloy 6063-T52 meeting ASTM B 22. 3.2.2Toe boards shall conform to OSHA standards. Toeboard shall be a minimum of 4" high and shall be an extrusion that attaches to the posts with clamps that will allow for expansion and contraction between the posts. Toeboards shall be set " above the walking surface. Toeboards shall be provided on the handrails as required by OSHA and/or as shown on drawings. 3.3Mounting Hardware 3.3.1Each post of the handrails will slide over a metal tube, slightly smaller than the inside diameter of the handrail posts, which extends from an aluminum floor flange fastened to the generator air housing. 3.3.2Aluminum floor flange shall be similar or equal to Julius Blum & CO., Inc part number 728. PART 4 - EXECUTION 4.1Install items at locations indicated, according to plans and drawings. Verify all measurements and take all field measurements necessary before fabrication. Exposed fastenings shall be compatible materials, generally match in color and finish, and harmonize with the material to which fastenings are applied. Materials and parts necessary to complete each item, even though such work is not definitely shown or specified, shall be included. Poor matching of holes for fasteners will be cause for rejection. Conceal fastenings where practicable. Thickness of metal and details of assembly and supports shall provide strength and stiffness. 4.2The new Handrails shall be mounted to the top of the generator air housing in a manner that will allow the removal of the handrail from the mounting brackets. 4.3Stud bolts shall be welded to the top of the generator air housing to which the aluminum floor flanges will be fastened to. Other methods of attaching floor flanges shall be submitted for approval by the Contracting Officers Representative. 4.4Drilling and tapping will not be allowed on the air housing. 4.5Aluminum surfaces in contact with dissimilar metals will be protected with a neoprene isolator or other approved material. 4.6Any surfaces that require paint removal during welding procedures will require touch up painting that will match the existing paint on the generator air housing. 4.7Existing handrails on top of the generator housing shall be removed by the contractor and will remain property of the government. Any holes left in the generator air housing from existing fasteners shall be plugged by approved method by the Contracting Officers Representative. 4.8Work areas, new hand railing and components shall be cleaned thoroughly after installation is complete. Construction General The work covered in this section is outlined as a statement of construction requirements common to all the work. Specific requirements for materials and installations are provided under the Technical Sections herewith. No claims for extras shall be made on account of items presumed to have been omitted from this section. 1.CONSTRUCTION RIGHT-OF-WAY: The Contractor will be assigned working areas or working right-of-way limits for use in the prosecution of work under this contract, subject to the CONTRACT CLAUSES clause entitled "Operations and Storage Areas." 2.PROTECTION OF EXISTING FACILITIES AND WORKS: The Contractor shall be responsible for the protection of the work area from damage and upon completion of the work shall leave existing works in a condition equal to that which existed when the work started. All work, storage of materials, and construction plant shall be kept within the limits of the areas assigned. Prior to construction operations, the Contractor shall confer with the Contracting Officer's representative to determine the proximity of any possible under-ground obstructions, pipe or equipment which could be damaged as a result of construction operations. Existing utility lines that are shown on the drawings or the locations are otherwise made known to the Contractor shall be protected from damage, and if damaged, shall be repaired by the Contractor at no additional expense to the Government. In the event that the Contractor damages any existing utility lines that are not shown or the locations of which have not been made known to the Contractor, report thereof shall be made immediately to the Contracting Officer. If the Contracting Officer determines that repairs shall be made by the Contractor, such repairs will be ordered under CONTRACT CLAUSES clause entitled "Changes." The Contractor will be responsible for the protection of structures from any structural damage during the construction operations. Roads and surfaces shall be protected from damage by the work or if damaged shall be repaired with equal materials at no additional expense to the Government. At all times the plant and work areas shall be kept in a condition conducive to safety of workmen and the public and neat in appearance. Waste or surplus materials shall not be allowed to accumulate in the construction areas. 3.CARE OF WATER: Full responsibility for care of water shall be borne by the Contractor until completion of work under this contract. The Contractor shall provide the materials and equipment and perform all work necessary to facilitate construction and to protect the work from damage by water. The Contractor shall make his own investigations and determinations of conditions, both existing and anticipated concerning care of water. Plans for care of water are subject to approval by the Contracting Officer prior to construction. Facilities shall be removed upon completion of the work. 4.DISPOSITION OF CONSTRUCTION FACILITIES: All buildings and facilities constructed by the Contractor shall be maintained in a satisfactory condition with strict observance of the rules of sanitation, safety and order as may be established by the Contracting Officer. Prior to final payment under the contract, all buildings and facilities constructed by the Contractor for his own use shall be removed from the site by the Contractor. 5.COOPERATION WITH OTHERS: The Contractor shall cooperate and coordinate his work with that of others as required for orderly completion of all work. In the event of disagreement between the Contractor and others, the decision of the Contracting Officer shall be final. 6.WORK BY OTHERS: Public and private authorities may be working in the area during the life of this contract. The Contractor shall coordinate his work with others to avoid undue interference, and shall conduct his operations, other than required access, within the limits of the assigned construction area or construction right-of-way limits. 7.ORDER OF WORK: The sequence of operations shall be maintained so that the maximum amount of work may be done under favorable working conditions in accordance with the contract completion time. The Contractor shall submit for approval, within 15 days after receipt of notice to proceed a narrative description of his proposed method of operation. 8.WARRANTY OF CONSTRUCTION: Unless subject to other warranties set out elsewhere in this contract, the equipment and supplies to be furnished under his contract shall be guaranteed for a period of one year from the date of acceptance thereof, either for beneficial use or final acceptance, whichever is earlier, against defective materials, design and workmanship. Upon receipt of notice from the Government of failure of any part of the work during the guaranty period, the contractor shall make repairs promptly at no additional cost to the Government. Environmental Protection This section covers the furnishing of all labor, materials and equipment and performing all work required for the protection of the environment during construction operations. For the purpose of this specification, environment protection is defined as the retention of the environment in its natural state to the greatest possible extent during project construction and to enhance the natural appearance in its final condition. Environment protection requires consideration of air, water, and land, and involves noise, solid waste-management and management of radiant energy and radioactive materials, as well as other pollutants. 1.NOTIFICATION: The Contracting Officer will notify the Contractor in writing of any noncompliance with Federal, State, or local laws or regulations. Such notice, when delivered to the Contractor or his authorized representative at the site of the work, shall be deemed sufficient for the purpose. The Contractor shall, after receipt of such notice, immediately inform the Contracting Officer of proposed corrective action and take such action as may be approved. If the Contractor fails or refuses to comply promptly, the Contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken. No part of the time lost due to any such stop orders shall be made the subject of a claim for extension of time or for excess costs or damages by the Contractor. 2.REGULATIONS: In order to prevent, and to provide for abatement in this contract, the Contractor and his subcontractors shall comply with all applicable Federal, State, County and local laws and regulations concerning environmental pollution control and abatement. 3.IMPLEMENTATION: The Contractor is responsible for adequate and continuing of control of pollutants. 4.PROTECTION OF LAND RESOURCES: The land resources within the project boundaries and outside the limits of permanent work performed under this contract shall be preserved in their present condition or be restored to a condition after completion of construction that will appear to be natural and not detract from the appearance of the project. The Contractor shall confine his construction activities to areas defined by the plans or specifications. Safety This section covers the safety requirements during construction activities. 1. All work must be in accordance with EM 385-1-1. Personal protective and safety equipment shall be used as per section 5 of EM 385-1-1. Safe rigging procedures will be followed as per section 15 of EM 385-1-1. Safe access and fall protection measures will be followed as per section 21 of EM 385-1-1. Work platforms shall be used in accordance with section 22 of EM 385-1-1. Rigging inspection and removal criteria shall be followed as per appendix F of EM 385-1-1. Safe crane practices will be followed as per appendix G,H, and I of EM 385-1-1. End of Section.
