Description

In accordance with FAR 5.2, this Special Notice provides notice that the Government intends to award a Sole Source Firm-Fixed Price (FFP) contract utilizing the authority outlined in VAAR 819.7007. The statutory exception permitting other than full and open competition for this acquisition is 41 USC 253(c)(5). Authorized or Required by Statute as implemented by FAR 6.302-5. The applicable statute is PL 109-461, Veterans First Contracting Program (codified at 38 U.S.C. § § 8127 and 8128). The Government intends to award a Sole Source FFP contract to R3 Government Solutions, Vetbiz certified SDVOSB, for a Senior Business Advisor for the Senior Leadership Development Program (SELDP). The contractor shall support the VA Senior Executive Leadership Development Program Office with strategic business decision making advise, long range program initiatives and program performance metrics. Contractor shall also support the VA Senior Executive Leadership Development Program Office with strategic planning, change management, communication activities and analysis of program initiatives to better align Program Management Office activities with external strategic communications efforts.
