Description
Notice of Intent Reference: 2012-43029 Validation of Serologic Tools for Trachoma The Centers for Disease Control and Prevention, Center for Global (CGH) Division of Parasitic Diseases and Malaria (DPDM), Procurements and Grants Office, International Branch, intends to awards a Sole Source, firm fixed, priced contract in accordance with FAR 13 using simplified acquisition procedures. Services to be obtained are from the London School of Hygiene and Tropical Medicine, Keppel Street, London WC1E 7HT, UK. The London School of Hygiene will provide validation of serologic tools for trachoma surveillance. They will also provide a set of samples for a well-characterized patient population to the CDC for serology testing of antibody responses to previously characterized Chlamydia antigens. LTHTM has an established site and is unique in that individual community residents have been monitored for trachoma infection status for nearly 10 years and have been free of trachoma for the past eight years. Specimens from these persons represent a one-of-a-kind resource critical for validation new CDC serologic tools; other institutions have only community-level data and in places where trachoma transmission has not been interrupted. Description of Services: The contractor shall perform the following tasks: 1. Develop a survey protocol: In the first three months, a survey protocol will be developed for testing the value of population-level serology for post-elimination surveillance through the collection of serum samples and/or blood spots and clinical evidence of ocular CT infection in a setting such as Rombo district, Tanzania, where transmission of ocular CT infection ceased eight years ago and where patient populations have been well characterized. 2. Conduct field work: Up to six months will be spent on field data collection in the selected district. In each selected community, a serum sample and/or blood spot will be collected from each consenting individual. Individuals also will be examined for signs of clinical trachoma and have a conjunctival swab collected. All serum samples and/or blood spots will be provided to CDC. 3. Provide PCR results for serum samples and/or blood spots: After field data collection is complete, PCR will be performed on conjunctival swabs and reconstituted dried blood spots over a period of three months, and the results will be provided to CDC. These results will allow for comparison to CDC serology results. 4. Preparation of manuscript and final report: A manuscript for submission to a scientific journal and a final report will be prepared within 12 months. This advertisement ends in 5 days in accordance with FAR 5.203 (A) (1). Any interested companies are welcome to submit their ability to provide these services e-mail, gqq4@cdc.gov. Please include reference number (2012-43029). Please respond by Wednesday, April 18, 2012.
