- This announcement constitutes a Sources Sought Synopsis. No solicitation exists; therefore, do not request a copy of the solicitation. This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the US Government to form a binding contract. Companies that respond will not be paid for the information submitted. The Air Force is hereby soliciting capability statements from interested sources for an Advisory and Assistance Services (A&AS) contract in the Mature and Proven Aircraft (MAPA) Branch, Ogden Air Logistics Center, (OO-ALC/GHMM). 1. PURPOSE: The purpose of this Sources Sought Synopsis is to gather comments and potential sources for senior engineering, Program Management (PM), and business office support. 2. SCOPE OF TASK: The contractor will be required to provide a wide range of engineering support in the sustainment and modification of various equipment and weapon systems, specifically the T-38 aircraft. Tasks shall include, but are not limited to, Operational Safety, Suitability and Effectiveness (OSS&E) metrics tracking/reporting, technical documentation, courseware development, system risk assessment, communication, coordination, organization, reporting to higher headquarters, briefing, developing reviews, advising commanders, activities in support of operations, support equipment studies, support equipment improvement and technology insertion, and environmental health and safety. The contractor’s Program Management (PM) support shall oversee and manage various technical aspects to include, but not limited to, flight test planning and support, system development, production planning, and overseeing, trouble shooting, and resolving general technical and managerial issues. Additionally, the contractor shall assist in developing program reviews, executing acquisition management plans to support daily operations and contingencies, advising commanders and staff on status and progress of acquisition programs, and above all assist in program/project management of cost, schedule, and performance for assigned activities.. The business office support requirement involves organizing business support activities as it pertains to, but not limited to, documentation development, suspense tracking, fulfilling requirements of a Commanders Action Group (CAG) and program integration activities. 3. REQUIRED EXPERTISE: The contractor will be required to provide qualified personnel that will be familiar with applicable Department of Defense (DoD) Policy, Law, Guidance, Engineering and Program Management required to perform the effort of the basic contract and associated task orders. 4. INFORMATION/FORMAT: Potential offerors are requested to provide information on current services meeting the needs of the Air Force in supporting A&AS type contracts or relevant history and evidence of past performance/capability. The Air Force expects that the requirement to provide information on current or past services will demonstrate the offeror’s capability to provide appropriate personnel for the described requirement. In addition to response to each item in the questionnaire below, responses to this Sources Sought Synopsis should include Company name, associated Cage Code and point of contact information. 4.1 A&AS SOURCES SOUGHT QUESTIONNAIRE 1. Is your company currently providing services under any Federal contracts for A&AS services under FAR 37.2? If yes: a. For which agency(s) and how many? b. What is/are the contract number(s)? c. Who is/are the Administrative Contracting Officer(s)? d. What are their pertinent phone numbers, e-mail addresses, etc? e. What types of labor categories do you provide? Are you currently providing services directly related to Mature and Proven Aircraft (T-38, F-5, QF-4, BQM-167, etc.)? 2. How long has your company been providing these or similar services? a. What is your company’s experience in A&AS staffing? b. How long has your company provided A&AS support for the DoD, Federal, or State Government? c. Does your company focus on providing services to the DoD? 3. What is your company’s business status? a. If you are a small business, please identify any subcategories that apply: small disadvantaged, 8(a), HUBZone, service-disabled veteran-owned, or woman-owned etc. b. What is your company’s approximate gross revenue. c. Please describe your geographic focus (state, region, nationwide, international, etc.) 4. What certifications and qualifications do your employees generally possess? a. What is your company’s process for validating employee certifications/qualifications? b. Does your company regularly hire personnel with Secret clearance? 5. Describe your company’s staffing structure and procedures. a. What are your procedures to ensure adequate coverage during personnel shortages? b. How do you recruit highly qualified personnel? 6. Under which NAICS codes do you perform A&AS services? 7. What do you see as the primary risks or potential issues associated with this requirement? a. How do you propose to mitigate these risks? 5. REQUEST FOR INFORMATION REQUIREMENTS: Please submit two copies of your response to this Sources Sought Synopsis in an executive summary format not to exceed three (3) pages. If your response includes information you consider proprietary, please mark the information in accordance with regulatory guidance.
