- SPECIAL NOTICE - REQUEST FOR INFORMATION Pursuant to FAR 15.201, The Walla Walla District, US Army Corps of Engineers is issuing this Request for Information. This is notice is a market research tool used to determine the availability of knowledge of potentially qualified sources and their business size relative to the North American Industry Classification System (NAICS) Code 237990, Heavy Construction to repair Coffer Cell #4 at Ice Harbor Lock & Dam. Responses to this announcement will be used by the Government to make appropriate acquisition planning decisions. Depending on the responses received, a future solicitation with either be set aside for small business concerns and/or be issued on an unrestricted basis. For purposes of this RFI, a firm is considered to be a small business concern if its average annual receipts for the past three years do not exceed $33.5 million. The Government does not presently intend to award a contract, but desires information on capability, technology, risk, price, innovative construction methodologies and other information to be used in assessing construction alternatives in the repair of Coffer Cell #4 at Ice Harbor Lock & Dam located near the navigation lock channel on the Snake River. No award will be made from this RFI. Additionally, no solicitation or specifications are available at this time. Potential offerors having the skills, equipment and capabilities necessary to perform the work describe below are invited to provide feedback. This Request for Information is for planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for information solicited. Respondents to this notice will not be notified of the results of the Request for Information. PROJECT DESCRIPTION: The purpose of the potential project is to: Replace rock fill with a 6" minus gradation in a sheet pile cell approximately 40 ft in diameter. Currently, river velocities have caused a significant amount of rock material to be lost at the bottom of the cell through existing voids between the sheet piles and the river bottom. In addition to filling in the voided part of the cell, the government may also require large boulder size rock to be placed along the base of the cell where the voids exists. Factors which will play a significant role in the construction of this work are: The cells are approximately 300 to 350 feet from the north shore at the downstream end of the Ice Harbor navigation lock. Placement of the cell fill material may be by any means that does not allow voids or arching of the material in the cell, or material to fall outside the cell into the river. Large boulders must be placed, not dropped into place. The boulders will be along the upstream face of the cells. It is anticipated that barges will not be able to set spuds or anchors due to environmental and regulatory restrictions. Therefore other means to hold a barge in place will be required. Powerlines are approximately 85 feet above the water surface. The depth of the cells from the normal water surface is approximately 30 feet. River flows exiting Ice Harbor Dam is currently 101kcfs, through the end of May could be as high as 150kcfs. Attached to this notice are For Information Only (FIO) drawings and photographs. CAPABILITY STATEMENT: The Government requests that interested and capable firms respond to this RFI by providing a capability statement. The capability statement is not expected to be a proposal; rather a short statement regarding the company's ability to demonstrate existing or developed expertise and experience in relation to the Project Description. Any applicable brochures or currently existing marketing material may also be submitted along with the Capabilities Statement. Submission of a Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the Walla Walla District USACE in tailoring this requirement consistent with industry capabilities. Include in your Capabilities Statement: 1. Given the parameters and constraints listed in the Project Description, indicate how your firm would approach the work. Include any special equipment (including any need for in-water anchoring points and their respective location); approximate construction duration and materials source. 2. Provide a listing of projects that have been completed by your firm which are of the same or similar nature to the Project Description. Please include information regarding: a. Your firm's role in the project-Prime or Sub-Contractor-as well as the percentage of the work your firm completed; b. Completion Date and/or construction window; c. Total Contract Value; d. Any types of special equipment or methodologies employed; e. Name, phone number and email address of customer/client 3. DUNS Number and CAGE Code. 4. Indicate any small business certifications (HUBZone, Service Disabled Veteran Owned, Woman-Owned, 8(a), Small Disadvantaged Business). 5. Indicate bonding capacity.
