- Notice of intent to use a brand name product. The Naval Facilities Engineering Command, Pacific (NAVFAC Pacific) is performing a market research to determine if other potential sources of supply can provide for a fusible polyvinyl chloride (PVC) pipe for use in underwater horizontal directional drilling (HDD). The product being considered is manufactured by Underground Solutions, Inc. The requirements for the fusible PVC pipe are: 1. Extrusion formulation meets standards for PPI TR-2 2. Must be corrosion resistant. 3. Must meet ASTM 1245B and NSF-61 for use with drinking water. 4. Must meet American Water Works Association (AWWA) standards C900 and C905. 5. Must not include steel in the composition of the pipe. 6. Must be capable of being directly installed using horizontal directional drilling methods over distances of 3,500 feet and depths of 80 feet below groundwater. 7. Pipe and joints must be able to withstand short-term installation tensile forces of up to 307,100 pounds and tensile stresses of 7,000 psi. 8. Pipe and joints must be able to withstand long-term operational tensile forces of up to 176,000 pounds and tensile stresses of 4,000 psi. 9. Must be flexible enough to negotiate bends with radii of curvature as low as 1,400 feet. 10. Critical bucking pressure of 190 psi @ DR14 @ 73 °F per Unibell Handbook 11. Hydrostatic design basis of 4,000 psi at 73 °F per ASTM D2837 12. Coefficient of linear expansion of 3.0 x 10-5 in./in./ °F per ASTM D696 This notification is for market research purposes only to identify if other potential sources of supply can meet the requirements of the Government. This is not a request for proposals, quotes or an invitation for bid. The intent of this notice is to identify other potential sources for this product. To be considered, please submit detailed technical data in order for the Government to conduct a comprehensive evaluation of your product to ensure that your product will meet the salient characteristics outlined above. In accordance with FAR 15.201(e), a response to this notice is not an offer and cannot be accepted by the Government to form a binding contract. The responder is solely responsible for the information it submits and any associated costs. The Government reserves the right to disregard any submittal that is incomplete or that is vague.
