Description
This is a commercial item acquisition to proposed 100% set-aside for service disabled veteran owned small businesses (SDVOSBS) for the purchase American Sign Language of proceedings conducted by or pursuant to orders of the Michael E. DeBakey Veterans Affairs Medical Center (MEDVAMC). The NAICS Code applicable to this procurement is 541930 with a small business size standard of $7.0 million. The awarded contractor performance start date is from May 1, 2012 through September 30, 2012 for the base year plus four option years to provide the American Sign Language Service for MEDVAMC located at 2002 Holcombe Boulevard, Houston, Texas 77030, as described below: a.The Contractor shall furnish the necessary personnel, materials, and services, and otherwise do all things necessary for and incidental to providing American Sign Language (ASL) interpreter services in compliance with the Federal Rehabilitation Act pursuant to orders of the Michael E. DeBakey Veterans Affairs Medical Center (MEDVAMC). Services are typically required Monday through Friday between the hours of 8:00 am - 4:30 pm. However, services can be required any time during a 24 hour day to allow access to patients and employees during all shifts. The MEDVAMC is defined by the following location and future community based outpatients clinics: Michael E. DeBakey Veterans Affairs Medical Center (MEDVAMC) 2002 Holcombe Boulevard Houston, TX 77030 9300 Emmett Lowery Expressway Texas City, TX 77591 3828 Avenue N Galveston, TX 77550 22001 Southwest Freeway Richmond, TX 77469 2206 N. John Reddit Dr. Lufkin, TX 75904 3420 Veteran Circle Beaumont, TX 77707 800 Riverwood Court, Suite 100 Conroe, TX 77304 208 Oak Drive South Lake Jackson, TX 77566 b.Contractor shall be able to provide an ASL interpreter to the requested location within a two hour notice. If an interpreter cannot be provided in person, ASL interpreter services may be provided telephonically. In addition, the Contractor shall bear all transportation and subsistence costs, to be computed in accordance with travel regulations governing employees of the Department of Veterans Affairs, incurred by MEDVAMC, TX. c.The Contractor agrees that the assigned interpreter shall perform all work in a business-like manner and according to the best standards of the interpreter profession; and the Contractor, at all times, shall provide promptly at the time, date, and place designated, as many competent interpreters as necessary and maintain such staff at such times as may be necessary for the prompt satisfactory interpreter service conforms to the requirements of this contract. d.To the maximum extent practical, when requested by the MEDVAMC, the Contractor shall assign the same interpreter to an assignment lasting two hours are less. For assignments lasting two hours are more team interpreters may be assigned. The Contractor agrees that the assigned interpreter shall: (1) present himself or herself to the presiding official at least fifteen (15) minutes prior to the time and at the place of the designated assignment, or in no case later than the time required to set up all required equipment and be able to begin interpreter services at the designated time; or, if the case involves the use of telephonic interpreter services, the interpreter shall make telephone contact to the presiding official at least thirty (15) minutes prior to the start time; (2) at all times be governed by the instructions of the presiding official in matters affecting the assignment. f.The Contractor is required to assure either directly or through his/her subcontractors; (1) that each reporter is fully aware of the assigned work situation, including the occasional need for extending the assignment beyond the required time; (2) that each reporter is aware of the additional compensation available to him or her when such services are required and used; and (3) that, in fact, the additional compensation is received by interpreter. The Request for Proposal (RFQ) will be available for download from www.fbo.gov on or about April 18, 2012. The anticipated closing date for submitting proposals is 1:00 PM CST on May 1, 2012. Interested offerors are solely responsible for monitoring website www.fbo.gov for amendment(s) to the RFQ, if any, and acknowledging them in accordance with the requirements stipulated in the amendments. All questions related to this announcement and the RFQ must be in writing and emailed to the Contracting Specialist, Kieu Trish Dinh at kieu.dinh@va.gov. Phone or faxed inquiries will NOT be accepted. Faxed proposals are NOT allowed. All responsible sources may submit a proposal that will be considered by the agency. As of October 1, 2003, all Contractors, both large and small, are required to register in the Central Contractor Registration (CCR) database before an award.
