- The NAVSUP Fleet Logistics Center Norfolk, Norfolk Contracting Department is currently planning a procurement for document support services that will include relocation, storage and servicing for approximately 15,000 cubic feet of archival material that has been classified as U.S. Top Secret and NATO Secret. These materials/documents are currently stored in two separate Naval History and Heritage Command (NHHC) buildings at Naval District Washington, Washington, D.C. This is a sources sought notice to identify technically qualified business providers who would be interested in providing the document support services. The proposed acquisition will be conducted under North American Industry Classification System (NAICS) 519120- Libraries and Archives, the size standard is $7.0 Mil. Interested firms shall complete and submit the following information: (A) A summary document (no more than 5 pages) to demonstrate the organizations ™ financial and technical capability to perform the following document support services: (1) management; (2) packaging; (3) handling; (4) transportation; (5) storage at a contractor designated/owned facility that shall comply with storage requirement for permanent Federal Records as set forth by the National Archives and Records Administration; (6) repair and mold remediation; (7) maintenance; (8) accessibility to NHHC employee upon request and; (9) the ability to integrate new documents to existing collections. (B) Past Performance Information Form (Attachment 1) to address the company ™s experience in performing tasks (maximum of 5 contracts) that are relevant to those described above. (C) Your organization ™s business size under NAICS 519120 (large business, small business, veteran-owned small business, service disabled veteran-owned small business, HUBZone small business, 8(a), small disadvantaged small business, and/or woman owned small business). Proprietary information submitted will be protected, when so designated. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up requests. (D) Teaming arrangements will be permitted and encouraged. If your company intends to form a teaming arrangement for this procurement, provide a discussion of the teaming relationship. If the teaming partners are already identified you should provide the name(s) of all teaming partners, the anticipated type of teaming arrangement(s), address the specific services each member will provide, and include the applicable experience for each member. In some cases, you may be able to form a joint venture with one or more small businesses and not be considered affiliated as long as each member of the joint venture is small under the applicable NAICS code (13 CFR 121.103(h)(3)). The limitation on subcontracting would apply to the cooperative effort of the joint venture not each individual member (13 CFR 125.6(i)). No telephone calls requesting a solicitation will be accepted or acknowledged. There is no solicitation available at this time. Any information received in response to this announcement will be used to determine the availability of interested sources that are qualified to perform document support services.
