Description
SOLE SOURCE JUSTIFICATION 1. Contracting Activity: Department of Veterans Affairs Office of Acquisition Operations Technology Acquisition Center 1701 Directors Blvd. Suite 600 Austin, TX 78744 2. Description of Action: The proposed action is for a seven month firm fixed price (FFP) contract to provide Data Center Escorts for the Department of Veterans Affairs National Data Center Program (NDCP) staff. The proposed vendor for this action is Culpepper & Associates Security Services, Inc. (CASS). 3. Description of Supplies or Services: The purpose of this is to provide security escorts with secret clearances to escort NDCP personnel during equipment installation and system migration. The VA is consolidating VistA computer systems by region into Defense Information Systems Agency (DISA) Defense Enterprise Computer Centers (DECCS). A secret clearance is required for unescorted access to DISA facilities. NDCP personnel on this project do not have secret clearances, and require escorts until they obtain secret clearances. DISA does not provide this support. The security escort support is required in DISA DECCS in St. Louis, MO and Warner-Robins, GA. The estimated value of the contract is. 4. Statutory Authority: The statutory authority permitting other than full and open competition for this acquisition is 38 U.S.C. 8127(c), Veterans First Contracting Program. Contracts awarded using this authority shall be supported by written justifications as required by Federal Acquisition Regulation (FAR) 6.302-5, "Authorized or required by statute". 5. Reason for Authority Cited: The proposed source for this action, CASS, is a certified SDVOSB that is technically qualified to provide security escort services for the VA in DISA facilities. Their headquarters is located at 1810 Water Place, Suite 180 Atlanta, GA 3033. Culpepper specializes in force protection services for government agencies, and has performed the required tasks in VA and DISA facilities. In 2010, the NDCP obtained leased commercial computer room space in Denver, CO and Reading, PA to host the Region two and Region three VistA computer systems. VA was responsible for the space and only VA security requirements were needed for unescorted access. In 2011, VA decided that DISA would host the VistA systems, and DISA requires a secret clearance for unescorted access in their facilities. VA clearances and investigations would not be reciprocated, so new investigations have to be completed for VA personnel working in DISA facilities. This decision has put constraints on the project schedule. CASS was selected as the source to provide the required security escort services based on its proven experience in meeting this requirement, as well as its status as a SDVOSB. CASS currently has contracts with VA and DISA, and currently has personnel on contract in the facilities where the support is required. CASS personnel are familiar with both VA and DISA physical security Guidelines, and VA would not have to spend additional time and resources orienting personnel or working with a learning curve. Due to time constraints CASS would also add value by starting immediately, which is enabled by their familiarity with the places of performance. 6. Efforts to Obtain Competition: Market research was conducted, details of which are in the market research section of this document. 7. Actions to Increase Competition. All future requirements will be handled on a case-by-case basis to determine any future acquisition strategy. Additionally, consistent with the guidelines of the Veterans First Contacting Program, the proposed action described herein will be synopsized on the Federal Business Opportunities Page in accordance with FAR Part 5.. 8.Market Research: Market research was conducted by searching the VetBiz.gov database on February 16, 2012 to determine if CASS is a SDVOSB. This search concluded that CASS is a registered and verified SDVOSB in the VetBiz.gov database, and qualifies as a SDVOSB in accordance with federal small business size standards for the applicable NAICS code 561210 "Facilities Support Services." A search was also conducted in the Central Contractor Registry (CCR) on Feburary 16, 2012 which showed that CASS is registered in the CCR as a SDVOSB. Based on this market research, the Government's technical experts have determined that CASS is a SDVOSB that can meet all of the Government's' requirements 9. Other Facts: The Procuring Contracting Officer has determined that this procurement meets all the requirements of statute 38 U.S.C. 8127(b). This procurement is below the $5,000,000.00 threshold; CASS has been determined to be a responsible SDVOSB; and a fair and reasonable price will offer the best value to the Government.
