SOURCES SOUGHT NOTICE FOR SIMULATOR TRAINING FOR THE T-44C (Beechcraft King Air C-90 with ProLine 21) AIRCRAFT The Naval Air Warfare Center Training Systems Division (NAWCTSD) is seeking potential sources to support the Chief of Naval Aviation Training �s (CNATRA) T-44C (Navy configured Raytheon/Beechcraft King Air C-90 ProLine 21) pilot training program. The Chief of Naval Aviation Training (CNATRA) requires simulator support for the following individual pilot training courses: Advanced Multi-Engine MPTS Flight Training (CNATRAINST 1542.147F) ( https://www.cnatra.navy.mil/pubs/folder2/1542.147F.pdf) and Multi-Engine Flight Instructor and Transition Training (CNATRAINST 1542.153C) (https://www.cnatra.navy.mil/pubs/folder2/1542.153C.pdf) The purpose of the Advanced Multi-Engine MPTS Flight Training is to develop multi-engine flight skills while emphasizing instrument flying and crew coordination. At the successful completion of this training, the flight student will be designated a naval aviator or USAF pilot qualified in multi-engine aircraft, and will have earned a standard instrument rating. The purpose of the Multi-Engine Flight Instructor Training is to provide designated aviators with appropriate flight procedures, instructional methodologies and techniques to instruct undergraduate flight students in the Advanced Multi-Engine MPTS and Intermediate E-2/C-2 phases of flight training. Maritime Transition (MT) Training is designed to prepare designated pilots with dissimilar flying experience for Naval Test Pilot School (TPS) or Maritime Patrol Fleet Replacement Squadron (FRS) duty. This MT training will be broken into 2 separate training blocks to include: Copilot Training and Aircraft Commander Upgrade Training. This training will require an applicable number of contractor provided T-44C ProLine 21(PL) Flight Training Devices (FTDs) and Instrument Flight Instrument/Unit Training Device(s) (IFT/UTD(s)) to support annual student training (student training day is 16.5 hours long with simulator events typically planned for 15 hours per day). The annual estimated course and event requirements include: 1.Advanced Multi-Engine MPTS Flight Training: This course is appx 105 weeks in length with an avg estimated annual throughput of 370 students using 25-30, 1.5 hour simulator events per student ) 2.Multi-Engine Flight Instructor and Transition Training: The Flight Instructor course is appx 11 weeks with an avg estimated annual throughput of 22 total students using 12 (twelve), 1.5 hour simulator events per student. The Transition course is broken into 2 separate training blocks ranging in length from appx 4 to 8 weeks with an avg estimated annual throughput of 11 total Copilot students using 5 (five), 1.5 hour simulator events per student and 13 total Aircraft Commander/TPS students using an additional 6 (six), 1.5 hour simulator events per student. 3.VIP Event (Wingings/Community Outreach): These are special events that are public relations oriented and consist of appx 186, 1.5 hour simulator events per year. 4.Simulator Event: Track Specific Event:This event applies to students tracking specific weapon systems pipelines, making each �track � unique in specific simulator events as described in CNATRAINST 1542.147F. The est annual requirement is for 292, 1.5 hour simulator events. 5.Simulator Event: Warm Up: This event is used to practice flight and navigation procedures as required. The est annual requirement is for 35, 1.5 hour simulator events. 6.Emergency Procedures Event: This is an annual flight check requirement with an annual est of 68, 1.5 hour simulator events. Currently, T-44C (Beechcraft King Air C-90) pilot training is provided by CNATRA on an in-house basis through various sources, including a combination of Government provided and contractor provided personnel and equipment. The required T-44C simulator training as described herein, will require the use of contractor provided T-44C FAA �equivalent � Level 6 FTDs (FAA certification is not required) with an FAA Level �D � (or higher) equivalent visual system capable of projecting a 220 x 60 degree FOV and the capability to simulate VMC, IMC, day, and night conditions and freeze reset capability and for a non-visual FAA, AATD equivalent, IFT/UTD(s) with freeze and reset capability. The contractor shall be required to provide: an adequate number of T-44C (C-90 ProLine 21) FTDs and IFT/UTD(s) to support annual training requirements; maintenance support of all contractor provided devices; all support personnel required to operate and maintain the devices; all Academic/Simulator instructors; any additional labor required for supervising and administering classroom and simulator training; and data rights for any contractor specific materials for this contracted training. The Government will provide: the T-44C curriculum (CNATRAINST 1542.147F and CNATRAINST 1542.153C): and an appropriate facility (Building 83, capable of supporting up to 5 FTDs and 2 IFT/UTD(s)) at NAS Corpus Christi, TX for the contractor to set up, operate and maintain the contractor provided T-44C FTD(s) and IFT/UTD(s). The Government will also make available for contractor use: two ( 2) Government supported/maintained T-44C IFTs and up to two (2) Level 6 equivalent T-44C FTDs.These devices will be used by the contractor in support of T-44C training as required to supplement (not replace) the contractor provided FTDs and IFT/UTD(s). The T-44C training courses require both classroom academic and practical training using one or more contractor provided T-44C FTDs and IFT/UTD(s). The FTDs will be required to simulate the performance and functional operation of the T-44C aircraft and will be required to minimally meet FAA Level 6 FTD certification requirements as defined under the current FAA 14 CFR Part 60 (FAA certification is not required). The IFT/UTD(s) will be required to minimally meet the requirements of a "non-visual" FAA Advanced Aviation Training Device (AATD) as defined in FAA AC 61-136 (FAA certification not required). Government provided course syllabi will be used in conducting all classroom and simulator training. All instructors must: 1) have a minimum of 1,000 flight hours; 2) have knowledge of Department of Defense (DOD) rules and regulations governing aircraft operations; and 3) be either a prior military pilot or possess an FAA flight instructor certificate with an instrument rating. The proposed Statement of Work (SOW) is the attached documentation and address all known requirements. Businesses having the capabilities and facilities, including existing simulators, are invited to submit the following: 1) description of capabilities as they relate to the above requirements; 2) describe ability to provide the required T-44C FTDs and IFT/UTD(s)(military version); 3) describe contractor �s ability to develop and install all qualified devices into a Government facility; 4) business size/status (NAICS code for this requirement is 611512, size standard - $25.5M); 5) provide estimated timeframe from contract award to Ready For Training (RFT); 6) listing of contracts performing similar services (past or present), including references; and 7) Please provide a percentage and type of work that your company would subcontract to Small Business for this effort if any. Responses will serve as a basis for the government's decision to fulfill this requirement under a set-aside, full and open competition, or sole source acquisition.
