- External Quality Survey SOW External Quality Survey RFI The United States Patent and Trademark Office (USPTO) is seeking information from interested parties who can provide an External Quality Survey (EQS) which will provide reliable data to be used for point estimates, assessments of customer satisfaction, and be able to secure accurate feedback in targeted areas. The USPTO is seeking interested parties with the following Capabilities: •· Experience with nation-wide and global studies •· Experience in conducting surveys of attorneys and other legal professionals •· Experience with patents-related subject matter •· Maintain/support own secure website for hosting survey •· Experience in providing reliable and defensible statistics, including defense of published statistics for U.S. Government Accountability Office and/or Inspector General audits •· Survey Experience that includes published papers/research on topics such as survey methodologies, non-response, performance metrics •· Experience in developing sample frame and stratification parameters for a rotating panel design sample •· Experience in administering rotating panel design surveys, including controlling for panel replacement and monitoring/adjusting for panel conditioning effects. •· Proficiency in WesVar software for estimating sampling errors of complex survey designs •· Experience with providing support and surveys for an Organization that is geographically located in various states •· Experience in conducting surveys for innovative and consistently growing Organization 1.1 Attached - USPTO External Quality Survey Statement of Work
