Description
NASA/GRC has a requirement to procure the services of fabricating partiallyinfiltrated SiC/SiC composite performs and fully densified MI composite and vane andblade sub-elements. The requirements are:Task-1(a): The vendor shall first fabricate graphite tooling to hold NASA supplied fiberpreforms tubes (~8 long x 2dia x 0.06 thick) with provision for cooling holes forchemical vapor infiltration (CVI). Using this tool, the vendor shall fabricate fourpartially infiltrated SiC/SiC composite vane and blade sub-elements with ~0.5 micron BNinterface and up to 10 micron thick SiC coating, and with nominal open pore volume of~30%. After fabrication, provide one blade and one vane sub-element to NASA. Task-1(b): The vendor shall infiltrate the remaining vane and blade sub-elements from theabove task with melt in filtrated SiC containing ~87 vol% SiC phase, ~10 vol% siliconmetal and ~7 vol% porosity using HTHTCs SMI process.Task-2: The vendor shall fabricate six partially infiltrated SiC/SiC composite panels byCVI from the six fiber preforms supplied by NASA according to following specifications.Nominal pore volume: ~30%Panel size: 6x9X0.080Interface coating composition: BNInterface coating thickness: <1 mNASA/GRC intends to award this sole source requirement to Hyper-Therm High-TemperatureComposites, Inc. under the authority of FAR 13.106-1(b) (1). The items being procuredare fabricated via a proprietary process of Hyper-Therm. Organizations that believe they are capable of providing the described requirement maysubmit their capabilities and qualifications in writing to the identified point ofcontact not later than 4:30 pm EST on 05/03/2012. Such capabilities/qualifications willbe evaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the government not to competethis proposed effort on a full and open competition basis, based upon responses to thisnotice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.NASA Clause 1852.215-84, Ombudsman, is applicable.
