- Amendment 0002 COMBINED SYNOPSIS/SOLICITATION SECURITY CAMERA SYSTEM AND INSTALLATION FOR THE SSA LOCATED IN SALINAS, CA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation # GS-09P-12-KZ-C-0020 is being issued as a request for proposal (RFP) The Solicitation Document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-55, dated February 2, 2012. This action is set-aside for Service Disabled Veteran Owned Small Businesses under NAICS Code 561621-Small Business Size is set at $12.5 million average annual receipts. Please refer to the Price Format Document for items and quantities required for this RFP. There will be two (2) separately priced line items: 1) Equipment and 2) installation Description of work: General Requirements •Contractor will be responsible in purchasing, installing and configuring 30 fixed dome cameras. •Purchase and install conduit material to run from the electrical room to all camera locations. •Purchase and install network cables from the network source(s) to all systems. •Purchas and install power cables from the power source(s) to all systems. Cameras •Cameras must be color, digital and low light •The cameras must be mounted and housed I a dome, or other protective device, that will obscure them from public view but still retain full functionality. Site Plans •Site plans for area is provided are attached. Camera locations yet to be determined. Location will be determined upon tour of site with contractors, GSA and SSA. Delivery Date: 07/30/2012 Place of acceptance: 100 East Alvin Drive, Salinas, CA The provision at 52.212-1, Instruction s to Offerors- Commercial, applies to this acquisition. 52-212-2, Evaluation-Commercial Items: The Governement will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1) technical capability of the item offered to meet the Government requirements 2) past performance and 3) Price. Technical and Past Performance when combined, are approximately equal in importance as price. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part or an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Offerors are required to provide a completed copy of the provisions at 52.212-3, Offerors Representations and Certifications-Commercial Items, with their offer. Contractors must be registered and current in the Central Contractor Registration (CCR) http://www.ccr.gov) and Online Representations and Certifications Application (ORCA) https://orca.bpn.gov) The clause at 52.212-4, Contract Terms and Conditions- Commercial Items, applies to this acquisition. Industry standard warranties are required for all work and equipment provided under this acquisition. Offers are due April 5, 2012 at 3:00pm PST.
