- The Defense Threat Reduction Agency (DTRA) intends to negotiate and award a firm-fixed price, sole source contract to Cyalume Technologies under the authority set forth in Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, 10 U.S.C 2304(c)(1). DTRA requires the utilization of Cyalume Technologies technical support services for the use, maintenance of Combat Training Systems Simulation Equipment and expendables for use on a DTRA Mighty Guardian Exercise. As the design agent of the simulators, Cyalume Technologies is the only known source that can provide the required technical support, along with the expendable equipment. The North American Industry Classification System (NAICS) is 541990 and the size standard of less than $14Million. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Solicitation packages are not available. Interested parties have five (5) Calendar Days or until April 23, 2012 at 4:00PM EST to submit an inquiry with regard to this sole source notice. Responses shall be submitted in writing, to the identified point of contact, with clear and convincing evidence of their ability to provide the required services. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after April 23, 2012 at 4:00PM EST, or without the required information, will be considered non-responsive to this synopsis and will not be considered. A determination by the Government not to conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely within the Government's discretion. All inquiries must be submitted in writing to the address or facsimile number stated herein and to the attention of Alicia Beich, Contract Specialist.
