- Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a total small business set-aside. This solicitation number is RFQ2472346 and the solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-57. This is a total small business set aside. The National Institute on Drug Abuse (NIDA) on behalf of the National Institute on Aging has a requirement for consultation on integrating genetics and genomics with the behavioral sciences as relevant to research on aging. See attached Statement of Work. Peirod of performance is 12 months with the option to exercise up to four one-year option periods. Specific evaluation criteria are: 1. Understanding of the Requirements in accomplishing the statement of work including the ability to provide expert writing and editing skills such as the ability to write about specific areas of science such that it is understandable to scientists in other areas, 2. Experience of and Academic Qualifications of Personnel - Documented related experience, educational background and training, and availability/time commitment of the proposed staff on the project. Proposed staff should be able to document advanced training and expertise in behavioral and social sciences, specifically in areas such as: behavior genetics and life-span human development; genetic epidemiology; gene-environment interactions; research combining behavioral sciences and biology; and harmonization of longitudinal cohort studies for genetic analysis, including population-based biobanks and 3. Past Performance - Documented successful past performance in related projects such as using genome-wide data. Offers will also be evaluated on best value in relation to price. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
