Description
The Marine Corps Systems Command (MARCORSYSCOM) is conducting market research and seeking potential sources and best practice information regarding the availability of commercial off-the-shelf (COTS) workstations which are comprised of: workbenches, desks, shelves, storage cabinets, etc., that shall be integrated into a standard, expandable 3:1 International Organization for Standardization (ISO) rigid-wall shelter (Shelter, Tactical, Expandable, Two Side, S-786/G-100 Amp Service: NSN 5411-01-294-9866). These workstations are required in order to allow various maintenance and calibration tasks to be performed on electronic equipment within the shelter. These workstations shall be modular (i.e. interchangeable shelving, adjustable tabletops and drawers), versatile, and mobile in design, in order to facilitate the reconfiguration of the workstation and its component ™s movement within the workspace to support the various maintenance tasks performed. In addition, the workstations shall accommodate the closure and transport of the shelter (including workstation components) in its œISO container configuration . The Marine Corps ™ requirements and most desirable attributes for interchangeable workstations are: (a) COTS designs with minimal integration required that shall accommodate the workstations within a 3:1 expandable rigid wall ISO shelter. (ISO shelter internal dimensions: Expanded/Operational Mode- 18 ™4 L x 21 ™6 W x 7 ™1 H; Closed/Transport Mode- 19 ™1 L x 6 ™5 W x 7 ™1 H). (b) The workstation and its components shall be modular and mobile and shall enable placement and utilization when the 3:1 is expanded. Additionally, they shall have the ability to be locked in place during transport mode. (c) While in transport mode, the workstation and its components, in their lockdown position, shall meet the standard military mobility and transportability requirements (MIL-STD-810G, Ref 11 (Ground Mobility); MIL-STD-810G, Test Method 526 (Rail Impact); and MIL-STD-810G, Test Method 516.6 Procedure IV (Transit Drop). (d) Allow for efficient use of shelter space in operational mode by providing maximum workstation surface area while meeting the required number of twelve (12) workstations per rigid wall shelter. (e) The workstation and its components shall be portable, easily interchangeable, and lockable. The workstation and its components shall have a means to tie and strap down equipment on shelves and work surfaces for transport. (f) The workstation and its components shall have corners on all shelves/racks/benches/cabinets that minimize bump and snag injuries. (g) Each workstation shall have its own power strip with a minimum of four National Electrical Manufacturers Association (NEMA) 5-15 receptacles, telecommunication capability, Ethernet, RF, GPS and Fiber Optic lines capability, and amperage and voltage monitoring capability. (h) The workstation and its components shall have electrostatic discharge (ESD) compliant work surfaces and storage racks. (i) The workstations shall have their own source of energy efficient bench-top lighting. Those vendors who believe they have a product capable of meeting these requirements are requested to provide two (2) copies of the following: product literature, brochures, test data (if available), price lists, warranty coverage, capability, all past performance history, and any other relevant information. In addition, vendors are requested to provide information regarding business size, in order to evaluate whether any future solicitation should be issued as a total small business, set-aside under the authority of Federal Acquisition Regulation (FAR) Part 19.502-2 or as a Historically Underutilized Business Zone (HUBZone) small business, set-aside under authority of FAR Part 19.1305. Any HUBZone offer submitted shall be in compliance with FAR 52.219-3 and 52.219-14. In order to assess whether small businesses can offer fair and reasonable prices if this requirement were to be set aside for small businesses, all capabilities statements submitted shall clearly state estimated prices for these workstations. Interested parties shall also meet the requirements of FAR 52.219-14, Limitations on Subcontracting. Therefore, capabilities statements shall also state whether the workstations are being wholly manufactured by the interested party submitting the response or whether the workstations are being manufactured by different vendor. If the proposed workstations are being manufactured by other vendors, the response shall identify those vendors and the percentage of the cost that they are responsible for, in regards to manufacturing the item.
