- SOLICITATION ATTACHED DESC: The U. S. Department of Commerce (USDOC), National Oceanic and Atmospheric Administration (NOAA) National Marine Fisheries intends to procure services for a new one-time data collection of demographic, economic and social information about the Gulf of Mexico grouper and tilefish fishery under the individual fishing quota (IFQ) program for the upcoming five-year review of the program. According to the Magnuson-Stevens Fishery Conservation and Management Act as amended through January 12, 2007 (MSA) (16 U.S.C. 1853a et seq.), IFQ programs fall under the umbrella of the Limited Access Privilege Programs (LAPPs). The proposed data collection is necessary to satisfy a MSA requirement. The population of interest consists of 766 individuals who were the initial recipients of IFQ shares when the program started in 2010 as well as any new shareholders and non-shareholders who purchased allocation. We anticipate a final population of approximately 1,000 individuals. The proposed methodology calls for surveying a representative sample of these individuals through in-person interviews. The sampling procedure will follow current procedures for economic reporting through the Logbook Program, namely a random 20% weighted stratified sample based on effort, primary gear and primary region of landing. The SEFSC anticipates the need to collect at least 100 voluntary, in-person interviews of past and present shareholders and allocation lessees for an overall response rate of 50%. A 47% response rate was achieved for a similar data collection used to conduct the five-year review of the Gulf of Mexico red snapper fishery under its IFQ program. Note that the Office of Management and Budget (OMB) only allows 9 interviews for pre-testing purposes. Pre-tested surveys will not count towards the survey quota. Contractors will only use SEFSC-approved survey instruments for this data collection. Appendix A shows a version of the proposed survey instrument that was implemented for a similar data collection for the Gulf of Mexico red snapper commercial fishery. The attached survey form is presented for illustrative purposes only. It is meant to assist bidders when pricing their data collection services. This is a total small business set-aside.
