- The NAVUP Fleet Logistics Center, Norfolk Contracting Department, Philadelphia Office intends to solicit on an other than full and open competition basis for Centrex commercially available integrated, switch voice and data communications services via Central Office based, dial tone facilities to the BCO, Naval Station, Great Lakes, IL in support of the Naval Computer and Telecommunications Master Station Atlantic, Norfolk, VA. The services shall provide analog and Integrated Services Digital Network (ISDN) telephone lines consisting of approximately 5,400 lines at NAVSTA Great Lakes and tenant activities located at the same location. The contractor must be able to provide service utilizing the existing telephone numbers currently in service. The telephone lines shall be provided from a local exchange (Central Office) within a radius of 30 miles from NAVSTA Great Lakes. The contractor shall provide and maintain the cable infrastructure delivering services to building Rate Demarcation Point (RDP) points located throughout Naval Station Great Lakes campuses at each building. Request for Quotation N00189-12-Q-1389 contemplates a Firm Fixed Price, Indefinite Delivery-type contract for a 36 month period of performance encompassing a twelve month base period commencing 01 October 2012 and continuing through 30 September 2013 plus two, one-year options. This announcement constitutes the only notice; a proposal is being requested and a written solicitation will not be issued. The procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. The Government intends to solicit and negotiate on a sole source basis with SBC Global Services, Inc., DBA AT&T Illinois of Chicago, IL. AT&T is the only source with the capability of satisfying the Government ™s requirements. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within thirty (30) days after the date of publication of this synopsis. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on the responses received is solely within the discretion of the Government. The Government will not pay for information received. The NAICS code is 517110 and the business size standard is 1,500 employees.
