- Provide all labor, supervision, equipment and material to provide the services of a vessel, captain, and crew to be available to deploy the scientific instruments in Mid-June, 2012 and recover them in Mid-August 2012 in accordance with the Statement of Work. Vessel Charter shall be in accord with the Statement of Work and NOAA Charter Vessel Policy. Vessel shall have an overall length between 80 and 110 feet; at least 1,000 sq. ft. of unobstructed deck space (photo of deck space is required); at least 1,000 sq. ft. of hold space; at least 10,000 pounds lifting capacity for the deployment of the equipment and anchors; capability to carry and berth at least 5 scientists; have access to a small winch, snatch-block or other device to lower and raise a CT instrument to the seafloor bottom; equipped with functional navigational equipment (GPS, VHF Radio, and depth sounding capable of verifying the deployment depths listed below), and medical safety equipment as prescribed by the U. S. Coast Guard; equipped with proper berthing, bathing, and eating arrangements for NOAA scientists if the vessel is to stay out overnight; at least 1 deck hand to operate the winch and crane plus the captain/skipper, safety equipment for all aboard; a valid and current USCG inspection; vessel shall conform to NOAA Administrative Orders (NAO) standards including NAO 209-115 NOAA employees aboard Non-NOAA Vessels http://205.156.48.106/00001d42/00017973,pdf and draft NAO Charter Vessel Acquisiton and Safety http:www.omao.noaa.gov/pdffiles/draft_nao_charter_ vessel_safety.pdf. The Captain must possess and demonstrate knowledge of the study areas, must be U. S. Coast Guard Certified, must hold a valid license for the size and type of vessel used, and have a working knowledge of English. The proposed contract is 100% set aside for small business concerns. This acquisition will be issued as an RFQ and awarded as a firm-fixed price order under simplified acquisition procedures. To be eligible for award, offerors must be registered with the Central Contractor Registration (CCR): www.ccr.gov, and obtain (and provide with the offer) a DUNS number by calling 1-800-333-0505.
