REQUEST FOR COMMENTS Date Issued: April 17, 2012 Issued by: U SAID/Ghana Issued through: R egional Acquisition & Assistance Office, USAID/West Africa Issuing Contracting Officer: Yves Kore Closing Date: May 8, 2012 Closing Time: 8:30 a.m. Accra, Ghana Local Time Reference: RING Project USAID/Ghana is seeking public comments on the DRAFT Statement of Work for the procurement of services of Technical Assistance Partner (TAP) for USAID's Resiliency in Northern Ghana (RING) Project. Responses to this request for comment are not binding on the U.S. Government and do not obligate USAID to issue a Solicitation, nor does it commit USAID to pay any cost incurred in the preparation and submission of comments. Brief Project Description Resiliency in Northern Ghana (RING) is an integrated project and partnership effort under USAID's Feed the Future (FtF) Initiative designed to contribute to Government of Ghana (GoG) efforts to sustainably reduce poverty and improve the nutritional status of vulnerable populations. The purpose of the RING project is to improve the livelihood and nutritional status of vulnerable households in targeted communities of twelve Districts in Northern Region. This purpose will be achieved through three complementary project components: Increasing consumption of diverse quality foods, especially among women and children; Improving behaviors related to nutrition and hygiene of women and young children; and Strengthening local support networks to address the ongoing needs of vulnerable households. The project components aim to increase resiliency in Northern Region by increasing income diversification and smoothing income and consumption through increasing access to credit. Further, the economic growth and agriculture activities will be complemented by social mobilization and health education messages, which strive to improve nutritional status among women and children. Consistent with USAID Forward principles of direct support to host governments to the maximum extent possible, this project will be decentralized and employ mixed modalities for implementation. RING's interventions will be implemented through a collaborative approach with the Regional Coordinating Council and District Administrative structures; for eligible districts, USAID support and funding for district management requirements and the implementation of interventions at the community level will go directly to the Districts. USAID will provide limited, on-going technical support to the twelve districts, but will also rely on and refer technical assistance needs to the Technical Assistance Partner (TAP). The initial contract will cover the first three years of project implementation with the expectation that all priority activities and interventions will be well underway by the middle of Year 3. At that time, USAID will determine whether to exercise the two-year option, which will support completion, scale up, and sustaining of activities and achievement of results. Requested Information: USAID invites the public to submit comments on the DRAFT Statement of Work. These comments will be helpful as we finalize this project scope.
