- SOURCES SOUGHT: This notice is for market research purposes only to determine the availability and adequacy of potential sources. Upon review of the responses to this Sources Sought Notice, the Government will determine whether a set-aside acquisition in lieu of full and open unrestricted competition is in the Government's best interest. This does not constitute a Request for Quote or Request for Proposal. At this time NO SOLICITATION EXISTS; therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. The Government will not pay for any information submitted and no basis for claim against the Government shall arise as a result from a response to this sources sought notice or any Government use of any information provided. The Government reserves the right to consider any arrangement as deemed appropriated for this procurement, or to conduct no procurement at all. The applicable North American Industry Class System (NAICS) code is 541350 with a size standard of $7 million. Description of Services: Work under this contract includes furnishing all labor, equipment, materials, and transportation to perform inspection services for various construction projects in Guam. Projects are intermittent and may only occur for a few months out of the year. Work includes on-site inspections, verifying that the requirements of the specifications and drawings for the project are being met, and providing reports and pictures of project status and problems encountered to the Contracting Officer. It is necessary that the Contractor's designated personnel shall be capable of reading contract drawings and specifications, and have knowledge of building and construction crafts since detailed inspections must be made to ensure the required workmanship meets industry standards. Any interested firm capable of providing these services is requested to respond via e-mail to Tammy.K.Kao@uscg.mil with a brief capabilities statement package (no more than 5 pages in length, single sided, single spaced, 12 point font minimum) demonstrating its ability to perform the requested services. The documentation shall address the following: (1) Relevant Experience of your proposed inspection personnel to include: a. Construction Experience: Including number of years of experience and types of work b. Construction Inspection Experience: Including number of years of experience and description of work performed c. Any Applicable Degrees or Certifications: e.g. engineering degrees, safety certifications, etc. d. Any other applicable qualifications (2) Indication that your company's office is located in Guam or an explanation of how you would accomplish daily inspections in Guam. If travel will be involved, it must be mentioned. (3) List of any contracts that your company currently has to perform inspection services in Guam (e.g. GSA schedule, DHS or Coast Guard IDIQ contract, etc.) (4) Company Profile to include the following: a. Name of company and address b. Point of contact and phone number c. DUNS number d. Small business designation/status claimed (e.g. small business, SDVOSB, HUBZone, 8(a), WOSB, large business, etc.) e. Brief description of your company's capabilities f. Description of the work that your company would complete on this contract and the areas of work that you would subcontract out. (5) A positive statement of your intent to submit a proposal for this solicitation as a prime contractor if a solicitation is later issued Any company that does not submit all the required information may not be considered capable of performing these services.
