- DEPARTMENT OF DEFENSE WASHINGTON HEADQUARTRES SERVICES ACQUISITION DIRECTORATE 1155 DFENSE PENTAGON WASHINGTON, DC 20301-1155 18 APRIL 2012 THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVRENMENT'S INTENT TO ISUE A SOLE SOURCE AWARD TO DRS TECHNICAL SERVICES, INC. FOR CONTINUATION OF EXISTING MISSION ESSENTIAL WORK FOR THE PENTAGON FORCE PROTECTION AGENCY (PFPA) WHS Acquisition Directorate intends to issue a contract to DRS TECHNICAL SERVICES, INC. on a sole source basis under authority of FAR 6.302-1(a)(2), only one responsible source and no other services will satisfy the agency's requirements. The initial contract will be for a period of approximately three (3) months, from 1 May 2012 through July 31, 2012, and will include 2 one-month option periods. The options are being included to extend the performance period on a month-to-month basis should the follow-on competitive award be delayed. The current acquisition strategy is to procure follow-on services utilizing the procedures in FAR 15.3 "Source Selection" under competitive negotiated acquisitions. This sole source award will provide for an approximate 30-calendar day transition out phase with performance currently projected to commence on 1 Aug 2012 under the follow-on competitive contract, resulting from the award of the contract from the ISSC Solicitation. The delay in issuing the follow-on competitive contract is due to pending litigation regarding the ISSC contract awards resulting from solicitation HQ0034-12-R-0006, which is under review by the U.S. General Accounting Office. This contract is being sought for continued support to provide PFPA with functional processes and technical solutions related to the service and maintenance, design and engineering services, new systems and sub systems, support systems for the Integrated Security Services Contract (ISSC). This is a total system approach to automating and improving the physical security system used to protect the Department of Defense (DoD) sites including the Pentagon, and sites within the National Capitol Region. ISSC emphasizes the use of computer systems based solutions to meet security requirements and integrates the operation of multiple subsystems to improve efficiency and control. DRS TECHNICAL SERVICES, INC. is the only source that can provide uninterrupted service with no degradation in support within the timeframes discussed in this memorandum as they hold critical knowledge and experience which are vital to the continued operations of the security infrastructure, while the Government completes the awards for the follow-on acquisitions. If this extension is awarded to a new contractor at this time, major disruptions will occur as the new contractor learns to operate and maintain the numerous unique and specialized security equipment within a very short period of time. Award to any other source during this interim period would result in mission failure. This notice of intent is not a request for competitive proposals. Any responses to this notice must show clear and convincing evidence that competition pending award of the follow-on contract would be advantageous to the Government. If no affirmative written response is received, the contract will be issued without further notice. Interested parties may identify their capabilities with respect to this requirement by Monday, April 23, 2012, at 12:00 noon Eastern Standard Time. All information received will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The primary North American Industry Classification Systems (NAICS) Code is 561621 with a size standard of $12.5M.
