- View 03 View 02 View 01 Staging Area 2 Staging Area Estimated Quantities Plan A201 Plan A102 Plan A101 Plan and Profile 1. This is a sources sought notice for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BIDS. 2. Project Description: The New Cadet Barracks is currently budgeted in Fiscal Year 2013 at a Programmed Amount of $192M. The project will provide barracks space for 650 Cadets. The project is critical to the United States Military Academy (USMA) to eliminate overcrowding. The Academy's goal is to occupy the New Cadet Barracks as early as possible, preferably moving Cadets into the new facility at the beginning of an academic year. 3. Sitework preparation for building footprint involves removing approximately 140,000CY of rock from site. Access to this site is currently limited by a narrow road. 4. USMA's goal is to have the facility ready for occupancy at the beginning of the 2016/2017 academic year, which begins in August 2016. In addition to completing construction of the building and supporting facilities, an estimated 90 days are required for installation of Furniture, Fixtures & Equipment and information technology systems after building construction is completed. 5. The New York District is seeking industry feedback on the site work preparation, facility design, acquisition approach and construction schedule. The Government will consider this feedback when it issues a formal request for proposal planned for July/August 2012. Responses to this sources sought will be used to finalize acquisition strategy and the solicitation including the plans/specifications, if appropriate. A formal announcement will be publicized in the Federal Business Opportunities. All interested offerors will have an opportunity to respond to the solicitation at that time. This announcement is to assist the New York District in obtaining industry feedback. This announcement is not to be construed as a commitment by the Government, nor will the Government pay for the information solicited. 6. The New York District is considering the following alternatives: a. Awarding two contracts. (1) Contract 1 would include Site Preparation and Rock Removal. Contract 1 would be traditional design-bid-build (100% design documents). For the purposes of estimating the construction completion date, the estimated contract award date for Contract 1 is 15 October 2012. (2) Contract 2 would include Site Completion and Building Construction. Contract 2 could be traditional design-bid-build, design-build with performance specifications, or design-build with bridging documents. The estimated award date for Contract 2 is 6 June 2013. b. Awarding a single contract. 100% design documents would be provided for Site Preparation and Rock Removal. Site Completion and Building Construction could be design-build with performance specifications, or design-build with bridging documents. For the purposes of estimating the construction completion date, the estimated contract award date is 15 October 2012. 7. The facility's architecture must be in keeping with the character of existing facilities in the area; military gothic architecture with granite veneer and limestone accents. Additionally, each Cadet Barracks floor must accommodate 130 cadets in 2-person rooms, and Cadet support spaces shown in the current design documents. 8. Planned staging areas include a staging area of an approximate one (1) acre at a distance of approximately 500 feet from the project site, and a larger remote staging/rock crushing area approximately one (1) mile from the project site. 9. The New York District is seeking feedback on site work preparations, facility design, acquisition approach and projected completion date based on the following constraints: a. Construction activities restricted to a single shift, Monday-Friday, excluding holidays and approximately seven other days designated by USMA. b. Construction activities restricted to a single shift, Monday-Friday, excluding holidays and approximately seven other days designated by USMA, and allowing an additional shift for interior construction activities after the building exterior closure is sufficient to prevent noise disturbance at Sherman, Grant and Bradley Barracks, which are in close proximity to the project site. c. Construction activities restricted to a single shift, Monday- Saturday, excluding holidays and approximately seven other days designated by USMA, and allowing an additional shift for interior construction activities after the building exterior closure is sufficient to prevent noise disturbance at Sherman, Grant and Bradley Barracks, which are in close proximity to the project site. d. Access and egress from the proposed site is via a narrow roadway. The Central Area of West Point is congested due to the close proximity of many historic structures, and is not conducive to excessive truck activity due to the high volume of pedestrian foot traffic in this area. A student body of over 4000 Cadets and numerous faculty members traverse Central Area throughout the day. Vehicular access is very restricted. 10. The current conceptual design is attached, and provided for informational purposes only. There are 15% conceptual plans attached to this announcement including proposed staging area plans. Note that these plans are subject to change. It is not the Governments intent to provide the complete solicitation for comment at this time. 11. The New York District will conduct a site visit on 26 April 2012 at West Point, New York at 10:00 AM. Names of attendees, phone numbers & agencies are to be e-mailed to Jeff Friese (jeffery.friese@usma.edu) no later than 19 April 2012 at 1:00PM EST. The attendees are to enter Stony Lonesome Gate, and meet at the front entrance of building 667, Ruger Road, at the designated time with two forms of a valid ID including a picture ID. 12. Please address the following specific areas: a. What is the best acquisition approach and why? b. What is a realistic schedule and cost impacts (if any) for any or all of the alternatives discussed above? c. What can the government do to facilitate completion in time for August 2016 occupancy? d. What can the government do to ensure sufficient skilled labor is available? e. What can the government do to ensure material/equipment is on site when needed? f. What can be done to minimize noise and dust impacts? g. How would you approach the rock excavation and crushing activities? h. How much time would cultured stone on pre-cast panel save compared to CMU and cut granite veneer? i. Would slip-form, pre-cast or reinforced concrete save a significant amount of time compared to CMU construction? j. Can Contractor recommend any staging or processing areas that would significantly reduce the construction period? k. Can the Contractor recommend any temporary infra-structure or roads that will significantly reduce construction period? 13. Interested parties may provide written feedback, or participate in individual discussions with the Contracting Officer and District personnel either face-to-face or via telephone. Written feedback should be mailed not later than 1 May 2012 to U.S. Army Engineer District New York, ATTN: Matthew Lubiak, Room 1843, 26 Federal Plaza, New York, NY 10278. Written comments may be in the format chosen by the offeror but must include the offerors name, point of contact, planned role on the project, and social economic status (e.g. SB, etc.). Two days, 2 and 3 May, have been set aside for individual discussions at the New York District, 26 Federal Plaza, New York, NY 10278.
