Description
The Naval Air Warfare Center Weapons Division (NAWCWD) intends to extend the period of performance (ordering period) on an other than full and open competition basis on contract N68936-07-D-0005 with Epsilon Systems Solutions, 1565 Hotel Circle South, Suite 200, San Diego, CA 92108-3418. An extension to the period of performance on contract N68936-07-D-0005 is necessary to provide continuation of services during the time it will take to award the follow-on contract. The action will result in an extension to the period of performance for an additional three months, as well as an option to extend an additional three months if needed. The total estimated hours for the extension is 16,340 hours and 14,840 for the option period. This sole source acquisition is in accordance with FAR 6.302-1. The contract extension is for continuation of services necessary to conduct environmental surveys and studies support consisting of conducting nature, cultural, pollution prevention, and geophysical resource-specific surveys, studies, analyses, environmental planning and documentation in the Western Mojave/Great Basin/California desert regions, and the Southern California Channel Island coastal areas. Locations for this effort include China Lake, CA, Point Mugu, CA, San Nicholas Island, CA. Specific efforts include reviews of mission compatibility environmental support needs at the Sea Range; increases in the functionality of the Mission Compatibility Analysis Tool (MCAT); evaluations of historic buildings on San Nicholas Island; public outreach and mitigation tracking related to the three Range Environmental Impact Statements; and additional cultural resources survey work in newly identified test sites that were added to the China Lake EIS. Epsilon Systems Solutions is the current contractor providing effort under this contract. They have the required workforce, expertise, experience and are currently working on-going projects. Continued support is mission critical, as all test and facilities support requirements are to be addressed for environmental impacts on a daily and weekly basis. Failure to do so will result in loss of range time and direct operational impacts to supporting the warfighter. Award of the contract modification is expected on or about 02 July 2012. All responsible sources may submit a capability statement or proposal which shall be considered by the agency. However, any firm must clearly show their ability to perform the work without compromising the quality, accuracy, reliability, and schedule that would affect the war fighter.
