Description
The U.S. Bureau of Reclamation, Upper Colorado Region has a requirement for construction services at the Echo Dam, Coalville, Utah. The work is located approximately 47 miles northeast of Salt Lake City, Utah and about 6 miles north of Coalville, Utah in Summit County. This requirement is being procured in accordance with Subpart 15 of the Federal Acquisition Regulation through Federal Acquisition Circular Number 2005-57 under full and open competition. The Bureau of Reclamation intends to issue a Request for Proposal (RFP) for this requirement. The Government anticipates awarding a firm, fixed, unit-price contract and is considering including a bonus performance incentive in the contract. The principal components of the work consist of the following: 1.Install soldier piles on left side of spillway and perform excavation on left and right sides of spillway. 2.Demolish and remove portion of existing parapet wall on top of dam impacted byexcavation. 3.Demolish and remove portions of the existing concrete spillway including: Creststructure and transition including concrete collar above excavation limits, sidewalls, invert slab, piers, hoist deck, and the chute invert. 4.Perform jet grouting beneath the crest structure. 5.Install under drains with filter material around drain pipe. 6.Construct new crest structure with piers and hoist deck, transition section, andchute invert with concrete overlay on sides of chute and under drains. 7.Construct new parapet wall to replace portion removed during excavation. 8.Backfill about new structures. 9.Install low-voltage electrical distribution equipment including combinationstarters, conduit system, grounding system, conductors and cables, and associated electrical equipment. 10.Refurbish four original gate hoists and four 18-foot X 17-foot spillway radial gates. 11.Contractor shall cooperate with other contractors on site to expedite the completionof the project. The Government anticipates the work to be completed by April 2015. The estimated price range for this requirement is between $10,000,000 and $25,000,000. The North American Industry Classification System (NAICS) Code is 237990. The small business size standard is $33.5 million. A Bid Bond along with Performance and Payment Bonds will be required. There will be a site tour and pre-proposal meeting scheduled (date, time, and location will be provided in the solicitation). All responsible sources may submit a proposal which shall be considered by the agency.
