Description
NOTICE OF INTENT TO AWARD SOLE SOURCE Repair of Viper II Hatch Mount Inmarsat Antenna (HMIA) for JCSE THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract set forth in Federal Acquisition Regulation 13.106(b)(1)(i), Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The Joint Communication Support Element (JCSE) at MacDill AFB is seeking the evaluation, repair, and testing of two Viper II Hatch Mount Inmarsat Antennas (HMIA's), serial numbers 128 and 129, for JCSE/J5. These two Viper II HMIA's provide high-speed video, voice and data over Inmarsat Satellites for Command and Control Communications when integrated with the JACC/CP. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority cited above. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, any proposals received by 03 May 2012, 1330 EST will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The 6th Contracting Squadron (6 CONS) at MacDill AFB, FL intends to make a sole source award to EMS Aviation Canada, LTD, 400 Maple Grove Road, Ottawa, Ontario, Canada, K2V 1B8. Interested parties may e-mail Rachael Waggoner at rachael.waggoner@us.af.mil no later than 03 May 2012, 1330 EST.
