- Supreme Allied Commander Transformation Headquarters (HQ SACT) is seeking contractor support for the provision of contractor support for ACOS Program and Planning Management (PPM) to its Project Management Branch (PMB). HQ SACT is the procurement agency for this project, which was authorized by the Military Budget Committee (MBC). HQ SACT intends to use the two envelope bidding procedure. Partial bidding is not authorized. The period of performance is 05 July 2012 - 04 July 2013 with the possibility of three option years. The reference for the Invitation for International Bidding (IFIB) is IFIB-ACT-SACT-12-08 and all correspondence in relation to this procurement shall refer to this reference. Potential U.S. bidders 2) must be pre-approved by the U.S. Department of Commerce for participation in NATO International Competitive Bidding (ICB) and 2) must have performed similar contacts within the last three years substantially similar in scope to the requirement described in the solicitation. Contract personnel performing services under the contract must be citizens of a NATO nation and have appropriate professional training and experience in a related field. REQUIREMENT PMB has a requirement for one Project Management Professional and PRINCE2 Certified Professional Project Manager (PM) to assist in the continuation of the ACT Centralized Project Management Organization to include, but not limited to: - Assist in the development, implementation and maintenance of PM methodology, standards and procedures for assigned projects to ensure that projects are controlled, and costs and risks are managed. - Provide PM technical expertise, mentoring and training to ACT Deliverable Teams, Working Groups, Tiger Teams and functional areas employing PM methodology as assigned by the COTR - Assist in in the identification of and incorporation of PM best practices, time and reporting status metrics, and PM documentation standard in order to improve efficiency, accountability, consistency and repeatability. - Assist in the development and implementation of a PRINCE2/PMI based 3-tiered training curriculum for Deliverable teams, Flag and or General Officers and newly assigned ACT personnel. Act as the Deputy Instructor in the absence of the PMB Training Officer. - Provide support in the establishment and maintenance of the ACT Management Database. - Provide professional project advice to branch members of the PMB on the specifics of Project management implementation, mentoring on best practices and procedures. - Assist in other Project Management Branch duties as identified by Branch Head (Project Management) TSC FPM 0010. - Provide monthly report of progress to include any potential problem areas to the designated project officer. BIDDING PROCEDURE Before a firm can be nominated to the bidders list for this ICB procurement, it must be approved for participation in NATO ICB. Firms are approved for NATO ICB on a facility-by-facility basis. Only facilities located in NATO member nations may participate in NATO ICB. The U.S. Department of Commerce approves facilities that are located within the United States. U.S. firms will find a copy of the U.S. NATO ICB application at the following website: http://www.bis.doc.gov/defenseindustrialbaseprograms/OSIES/NATOprograms/index.htm The NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/FAX/email of the point of contact for the bid documents Upon approval of your one-time NATO ICB application, the U.S. Department of Commerce will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. A DOE is used to nominate an approved firm to the bidders list for a particular NATO ICB project. IMPORTANT DATES Deadline for requesting DOE (and, for firms new to NATO ICB, submitting a one-time NATO ICB application): 10 May 2012 Please note that under MBC rules, the contracting entity will continue to accept nominations to the bidders list until the bid closing date.
