- This announcement constitutes a sources sought synopsis for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. The Fleet Logistics Center, Norfolk, Virginia and the Naval Ophthalmic Support & Training Activity (NOSTRA) are seeking information for planning purposes for a multimedia display system located at the Naval Ophthalmic Support and Training Activity, Yorktown, Virginia. The contractor must have a service location within a 50 mile radius of NOSTRA to be able to respond on-site within 4 hours of an initial service call if needed. The system must have the following attributes: Monitors will be commercially based monitors designed for digital signage or multimedia display, (LG, SAMSUNG, NEC, TOSHIBA, or HITACHI Etc.) with split-screen and/or picture-in-picture capability.; 1 each 50 inch or larger monitor will be wall mounted in the Command Staff Lounge; 1 each 50 inch or larger monitor will be ceiling mounted in the Surface Production area; 2 each 50 inch or larger monitors will be wall mounted in the Finish Production area; 1 each 24 inch monitor will be wall mounted in Administration Area; Speakers for each monitor will be installed adjacent to each monitor. Speakers will be directly connected to monitors; Connect system into overhead projectors located in TOPS Classroom A and B.; The system will have the ability to display separate presentations on any given monitor or group of monitors.; The system will have support for both DVD and/or PC based presentations at the same time respectively.; The system will be designed to receive real-time data from the internet, PCs, Cable TV, and have the capability for future expansion or upgrade with compatible hardware and software technologies.; The system will be able to support multiple operating modes.; The system will be easy to control, and moving from one operating mode to another, will be seamless to the user and the administrator.; The system will be designed so that information will be displayed in a manner as such that once information is displayed that it will repeat the information until a user or administrator makes changes to the presentation, at which point, the system will update and continue to operate in unattended mode.; Audio output must integrate into existing PA system.; The system will be designed to allow for the audio/visual system to be used in an intimate presentation setting, in which a speaker could present to a large group of personnel which includes deaf and the hearing-impaired and therefore must be ADA compliant. This operating mode will allow a presenter to access the information of a networked PC, laptop interface, or a dedicated VCR/DVD player.; The system must be designed to allow presentations to be sent via display system network or Standalone desktop or laptop computer to the presentation system; Provide AV system that can be controlled from the room installed.; The remote control system should be a wireless or content control from or through a web browser interface which is simple in design and easy for anyone to administer the system.; Contractor must provide customized software programming if necessary; The system should have the capability to implement a Captioning system such as the Caption Maker CPC-500 from www.cpcweb.com, a web interface, or similar product.; The contractor shall plan for and provide all required support for the proper operation of all multi-media equipment. This will include all cabling, connections, computer support and termination of cables/fiber into the required communications closets. Communication outlets will be installed behind the plasma screen utilizing a pass-through plate. A VGA Connection plate will be installed near the computer; The contractor shall ensure compatibility between new equipment and existing audio/visual equipment in use throughout the command. The contractor shall include all required fittings, cables, connectors, and power requirements in the project and shall reflect these requirements in their bid.; When noted, the contractor shall provide manufacturer specific equipment to meet NMCP standards and facilitate maintenance and troubleshooting of multiple systems. A site visit will be held during the week of 07 May 2012 at and the Naval Ophthalmic Support & Training Activity. Interested sources are invited to respond to this sources sought synopsis by submitting a technical proposal for their system and a list of their system's capabilities. Responses to the sources sought synopsis should be e-mailed to both Patty Black at patricia.black@med.navy.mil and to Maria Swift at maria.swift@navy.mil by 18 May 2012. This is not a request for proposal. The Government does not intend to award a contract on the basis of this request or otherwise pay for the information solicited.
