Description
The Fleet Logistics Center Norfolk, Philadelphia Office, intends to acquire, on a full and open basis, patient safety analytical support services, in support of BUMED ™s DoD Patient Safety (PSP) and Quality Assurance Program (QAP). The contractor will be responsible for such tasks as providing the ongoing collection, analysis, display of data and completion and submission of data reports as needed to address trends and policy requirements of the BUMED Patient Safety/Risk Management Program (PSP) and DoD. The PSP/QAP are requirements for all fixed facilities and their clinics both medical and dental as well as to designated the fleet and marine sites. This support includes the requirement for the manipulation of multiple DoD and Navy federally protected databases. THE DESCRIPTIVE INFORMATION CONTAINED IN THIS SYNOPSIS REFLECTS CURRENT KNOWLEDGE AS OF THIS PRINTING. THESE FACTS MAY BE UPDATED OR REVISED IN THE ACTUAL REQUEST FOR QUOTATIONS, WHEN ISSUED. The DOD and BUMED Patient Safety and Quality Assurance Program regulations require the 31 MTFs to submit a variety of numerical and written reports to BUMED Risk Management and to BUMED approved external data bases on a recurring basis. The data is collected on events at the local level by MTF staff as they occur or by DoD approved contractors on a scheduled basis. The Navy collects over 13,000 events annually into the electronic DoD PSR system. Annually, over 600 TJC ORYX and DoD Healthcare Effectiveness Data and Information Set (HEDIS) Quality measures are evaluated, plus detailed perinatal (17) and surgical measures (4) for 31MTFs. In addition, 12 TJC survey reports are analyzed and trended annually. Survey findings are compared over a three year period for evaluation of improvement and trends. The BUMED MTF business plans are evaluated relative to the HEDIS measures. The quality data that is abstracted is extensive and requires detailed complex and comparative analysis with reporting to all levels of the Navy and DoD organization. The support of these two programs requires in-depth knowledge of healthcare quality, patient safety program requirements and initiatives and TJC accreditation standards as well as familiarity with other government agencies and professional organizations quality and patient safety standards in order to interpret the ongoing analysis, display of data, identification of trends and gap analysis. In addition, specific program elements are monitored independently and require submission on a monthly basis to BUMED for review, analysis and trending. It is anticipated that the contractor personnel will work in space provided by the Government. It is intended that this procurement will be processed in accordance with FAR 15 (Contracting by Negotiation) and FAR Part 12 (Commercial Items) will apply. It is anticipated that a firm fixed price service contract will result from this solicitation. This will be competed on a full and open basis. It is anticipated that the basic performance period will be 28 September 2012 through 27 September 2013, with a 30 day start-up period making award by 27 August 2012. It is further anticipated that an additional two (2) twelve-month option periods will be included for a total maximum of thirty-six (36) months of service if all options are exercised.
