- THE PURPOSE OF THIS SPECIAL NOTICE IS TO POST A JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION: 1.FAR 6.303-2 (1) Identification of the agency and the contracting activity, and specific identification of the document as a Justification for other than full and open competition. AGENCY: Department of the Interior; CONTRACTING ACTIVITY: NBC, Acquisition Services Division, Boise Branch; REQUISITIONING OFFICE: AMD Fleet; REQUISITION NUMBER: 0040040215 2.FAR 6.303-2 (2) Nature and/or description of the action being approved. FAR 6.302-1(c) Justification and Approval for procurement only one source reasonably available (FAR 13.106-1(b)(1) 3.FAR 6.303-2 (3) A description of the supplies or services required to meet the agencys needs (including the estimated value). Repair Quest Kodiak aircraft wing damaged by high winds 4.FAR 6.303-2 (4) An identification of the statutory authority permitting other than full and open competition. Citation: 41 U.S.C. 253(c) This acquisition is being conducted in accordance with the provisions of: FAR Part 13 Simplified Acquisition Procedures and FAR 13.106-1 (b) Soliciting from a single source 5.FAR 6.303-2 (5) A demonstration that the proposed contractors unique qualifications or the nature of the acquisition requires use of the authority cited. On March 31, 2012, while parked on the airport ramp, Quest Kodiak aircraft was seriously damaged by excessive high winds and is not airworthy without repair.Manufacturer Quest Aircraft Company, LLC is the only manufacturer-authorized repair facility with a Quest wing production jig. Mid-Continent Aviation Services is the only manufacturer-authorized repair facility with a Quest wing repair jig. Because aircraft is of a precision aerodynamic design that must be adhered to in order to maintain airworthiness certification, in accordance with FAA Part 23 requirements, the wing can only be repaired by the manufacturer or by a manufacturers-authorized service center. If after initial tear down and analysis wing is determined to be uneconomical to repair, a new replacement wing will be purchased from the manufacturer. Quest does not repair Kodiak wings in their facility, so the only manufacturers-authorized facility capable of repairing the damaged wing is Mid-Continent.The specification data presently available reflects the minimum needs of the Government. 6. FAR 6.303-2 (9) Any other facts supporting the use of other than full and open competition. Aircraft purchase price was approximately $1,500,000. Current replacement cost of aircraft is approximately $2,200,000. /s/ Approval Signature, Requisitioner4/17/12 7.FAR 6.303-2 (6) A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies. In an effort to provide business opportunities to as many qualified vendors as possible, AQD permanently maintains an annual public announcement that synopsizes agency fleet aircraft maintenance service and supply requirements needed to support DOI-owned fleet aircraft. In addition, AQD has issued multiple competitive award contracts for aircraft maintenance and parts to support DOI fleet aircraft. 8.FAR 6.303-2 (7) A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable. See Requisitioners statement, item 6 Considering actual replacement cost of the wing and aileron assemblies and the remaining life of the wing, it is economically advantageous to the Government to repair the wing rather than replace it. Prices quoted are comparable to similar replacement components for like size and type of aircraft manufactured by other companies. 9.FAR 6.303-2 (8) A description of the market research conducted and the results or a statement of the reason market research was not conducted. Market research specific to this procurement was not done. A primary objective of this office is to maintain Government fleet aircraft for use by the DOI Bureaus. In the course of our daily activities, we continuously procure aircraft parts, overhauls, and maintenance. If cost estimate is within the micro-purchase threshold, a Government purchase card is used. For requirements exceeding the micro-purchase threshold, requisitions are submitted to the Acquisitions office. However, any firm that believes it can meet the requirements, as outlined above may give written notification prior to the response due date. Responses are required to be submitted by May 4, 2012. Responses shall be submitted via e-mail to Helen_Watson@nbc.gov and supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform work required. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
