Description
Request for Information on Manned/Unmanned Ground Vehicle KODIAK This request for information (RFI) is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the Department of Defense in developing its acquisition strategy and statement of work/statement of objectives and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information submitted in response to this RFI. In todays military, unmanned systems are highly desired by combatant commanders for versatility and persistence. These systems perform tasks such as threat assessment; persistent stare, mobile surveillance. Unmanned systems have made key contributions to the Global War on Terror. The United States Northern Command in conjunction with the Joint Capability Technology Demonstration Office is seeking sources interested in providing information and subject matter expertise on existing semi-autonomous ground vehicles and/or modification of commercial all terrain vehicles that can operate as manned (two person) or unmanned mode of transportation. The platform must be commercial to facilitate ease of obtaining parts and repair in austere locations supported primarily by local commercial vendors. There is a necessity for a minimal logistics trail. The platform and its sensor payload must be modifiable to function in extreme cold weather, with temperatures ranging from -50 degrees to 90 degrees Fahrenheit. This platform must maintain mobility in an off road area with varying seasonal conditions. The platform must be able to be maintain mobility in deep snow (winter) and wet, muddy, and water-filled drainage areas (summer). The platform must interchangeable tracks/wheels. Recommended modifications to the commercial vehicle including hydraulic gaskets, gel cell battery with a battery blanket, heating elements for the engine block, oil pan, transmission case, and battery blanket. A steel frame is preferred as plastic covers freeze and break. Areas to be navigated are typically bumpy but evenly graded areas with deep drainage areas with minimal vegetation. The vehicle must have the ability to be modifiable to carry a sensor payload to minimize personnel exposure to extreme weather yet enhance situational awareness in a remote operating center. It is preferred that the vehicle have the ability to function in manned/unmanned configurations. Platform must be software controllable, and must have the ability to be integrated with third-party command and control systems, operator control units, and similar, and support open standards and APIs to facilitate integration. Government purpose rights for all source and compiled code is encouraged (and may be required) as part of any system. A working knowledge of commercial ground robotics modified to perform semi-autonomously. Responses should include suggestions on design approaches with regards to: 1) Reducing total unit cost; 2) Vehicle integration strategy, to reduce cost in all program areas including ideas for vehicle-related integration solutions utilizing current/approved onboard power systems; 3) Technology solutions with readiness levels that can support production and fielding within the next 2 years. Responses are to include the following: 1) Name of corporate point of contact, telephone number, full mailing address, e-mail address, CAGE Code, NAICS identifier and any other pertinent information 2) Corporate competencies and past performance experience with regard to development and modification of commercial platforms. 3) Describe any Independent Research and Development (IRAD) programs applicable to this RFI regarding government modified commercial platforms for applications such as this. Responses to this RFI are not limited to domestic US vendors. Companies should present their responses in the form of a whitepaper no more than 15 pages in length describing the information requested in this RFI. Specification sheets and product information may also be provided in addition to the whitepaper. Responses to this RFI must be unclassified. Responses should be submitted no later than 1700 hours on 18 May 2012.
