Description
The National Institute of Environmental Health Sciences (NIEHS) is issuing this Request for Information (RFI) in support of the monthly scientific journal Environmental Health Perspectives (EHP). Published by the NIEHS and read in more than 218 countries, EHP is one of the top journals in environmental science, public health, occupational health, and toxicology. The journal serves as a highly technical authoritative source of information for biologists, epidemiologists, chemists, toxicologists and anyone else with an interest in interactions between the environment and human health. Along with its peer-reviewed research, EHP also publishes a perspective section (i.e., editorials, correspondence) and a meticulously researched, fully illustrated news section geared toward an informed nonspecialist audience. With this RFI, the NIEHS is exploring alternatives to facilitate publication of a web-based online-only journal and enhance EHP's current online presence. Respondents to this RFI should: a) Describe in detail how your organization can increase readership, attract superior quality research papers, prepare/plan for current and future publishing trends. b) Describe how you handle time management methods for electronic and web production. c) Discuss website development, production and maintenance. d) Discuss online submission and tracking methods using manuscript system for peer review. e) Provide specific information as it relates to reasonable fees for online advertising (including but not limited to conferences and meetings and the methodology used to determine appropriate costs.) f) Discuss potential strategies to optimize visibility of the journal. g) Describe how your organizational maintains electronic database(s) as tracking tools. h) Describe your publishing methodology. i) Explain your company's experience (i.e., graphic design, image acquisition, layout, and related capabilities) with presenting news-style information for downloading and reading online. j) Provide a detailed description of your current protocols to ensure 508 compliance. k) Describe your experience with production and use of multimedia products, including podcasts and application software (app) development. l) Discuss cross reference linkage and PubMed indexing. m) Discuss transition requirements. n) Discuss software usage, analytical modeling and applicable computer programming. o) Discuss suggested pricing structures for online ad sales and overall cost of this endeavor. p) Provide information as to how your agency/organization can reduce wasteful spending and use more efficient methods of production. This is an RFI ONLY, and all information received will be used for planning and market research purposes only. Information received will not be published. Your response(s) may be releasable to the public under the Freedom of Information Act (FOIA), 5 U.S.C. §. If you wish for NIEHS to consider any portion of your response exempt from disclosure under the FOIA, your respective organization/agency should clearly mark that portion as "confidential commercial information." The procedures for such markings are clearly defined in Title 45, Volume 1, Subtitle A - Department of Health and Human Services, Part 5 - Freedom of Information Regulations, Subpart F (Reasons for Withholding Some Records); 5.65 (Exemption four: Trade Secrets and confidential commercial or financial information.) Respondents will not be notified of any results derived from a review of the information provided. This RFI should not be construed as a commitment by the Government and no Contracting Officer intends to award a contract based on your responses. All information contained in the RFI is preliminary and is subject to modification and is no way binding on the Government. The Government will not pay for information received in response to this RFI. All responders to this RFI are solely responsible for all expenses associated with responding to this RFI.
