- Request for Information for Medical Exemptions Program (Vision and Diabetes) for the Department of Transportation, Federal Motor Carrier Administration (FMCSA) Introduction This document is intended to provide sufficient information for vendors to determine whether they are willing to participate in a more detailed selection process. It will enable the vendors to provide sufficient information for The Federal Motor Carrier Safety Administration (FMCSA) to select a shortlist to which a Request for Proposal (RFP) will be issued. It is not intended that vendors prepare detailed proposals at this stage. It is important that they provide basic information regarding capabilities and an indication, in broad terms, as to how they would approach working with FMCSA to achieve the objectives set out in this document. The Federal Motor Carrier Safety Administration (FMCSA) is inviting interested parties to submit a Technical Capability statement that demonstrate their knowledge and experience for the management of all exemption applications through the receipt, review and determination of a final disposition. This also includes support in the preparation of the Federal Register Notices and response to inquiries related to case disposition from a variety of sources. Background On June 9, 1998, the President signed the Transportation Equity Act for the 21 st Century (TEA-21) (Pub. L.105-178, 112 Stat. 107). Section 4007 of the Act amended 49 U.S.C. 31315 and 31136 (e) to provide the Secretary of Transportation (Secretary) with the authority to grant exemptions from the Federal Motor Carrier Safety Regulations. In the Act, exemptions are issued for two years, and may be renewed. In addition, the statute requires that the Secretary provide the public with an opportunity to comment on each exemption request prior to granting or denying the request. Objective The objective of this contract is to obtain skilled contractor support FMCSA's Medical Programs Division in the administration of the Federal Diabetes and Vision Exemption Programs. Requirements •· Respond to Application Requests and Program Inquiries The Contractor shall provide quality support services in responding to many types of inquiries from a variety of sources related to the exemption programs. •· Process New and Renewal Applications The Contractor shall provide quality support services that assist in processing all new and renewal Federal diabetes and vision exemption applications utilizing all applicable regulations, Agency procedures, and designated IT systems. •· Data Collection and Storage The Contractor shall provide quality support services to maintain IT systems and aid in tracking applicant information and case disposition electronically by utilizing a variety of database systems. •· Federal Register and Other Publications The Contractor shall provide quality support services in drafting notices and responses to public comment. Interested parties must clearly demonstrate its capability and experience to meet this requirement by providing information and or technical literature which demonstrates their knowledge of the work to be performed under "Requirements" and/or similar services and qualifications of Key Personnel. Please submit your Technical Capability Statement not to exceed ten (10) pages to alethea.moody@dot.gov. Responses must be received by no later than 5:00 pm EST, April 26, 2012.
