Description
The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), intends to award a sole source contract to the University of Alaska Anchorage, 3211 Providence Dr., Anchorage, Alaska, 99508 for the acquisition of services for the implementation and evaluation of community based adaptations to climate change in Alaska. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 611310, Colleges, Universities, and Professional Schools, Size Standard $7 Million. The period of performance for this procurement is 12 months with an estimated value of $200,000.00. The purpose of this project is to increase a cohort of study communities and to conduct the final stages of a project to develop, implement, and evaluate adaptation strategies to reduce health risks in real-world Alaskan settings. The project will develop a year-long surveillance dataset and web portal to collect environmental events and associated health outcomes in the three ecologically distinct regions of Alaska; the Southeast, Interior, and Northwest. A final evaluation report and at least one manuscript for peer-reviewed publication will be produced. The trans-community nature of this project's adaptation strategies means that each set of regional communities need to work together in developing and implementing adaption plans. The UAA is the sole entity that has established ties and working relationships with Alaskan communities that will carry-out the project activities. A process and outcome evaluation of the interventions will be conducted over the course of 12 months. The unique qualifications of the contractor are that they understand the region specific relationships among climate change variables and the broad range of effects on human health, morbidity, and mortality in the state of Alaska. UAA also possesses necessary region specific historical comparative data on average temperature and precipitation to assess tends and anticipate human health impacts such as unusual behavior and health outcomes of fish and game including "red tide" algae blooms associated with paralytic shellfish poisoning; flooding and erosion from increased levels of precipitation or melt associated with contamination of drinking supplies; and the disappearance of upland lakes and streams from loss of permafrost and snow cover associated with transition in subsistence practices and diets. The contractor has the knowledge, ability, and expertise to conduct rigorous approach to climate science observations data collection, distribution, and analysis of degradation of permafrost, loss of sea ice, and warming and acidification of seawater specific to the southeast, interior, and northwest Alaska. UAA is uniquely poised to establish and operationalize collaborative working relationships, capacity building and training related to the application of community-based participatory research and data collection methods of the project, and has longstanding ties with community stakeholders, public health agencies, and research institutions, local, state and federal agencies, including the Alaska Native Tribal Health Consortium (ANTHC). As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to the University of Alaska Anchorage. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer.
