- 1. THIS IS A SOURCES SOUGHT ANNOUNCEMENT TO BE USED FOR MARKET ANALYSIS ONLY TO DETERMINE THE AVAILABILITY OF POTENTIAL SMALL BUSINESS CATEGORIES, FOR POTENTIAL SET-ASIDES. NO AWARDS WILL BE MADE FROM THIS SOURCES SOUGHT. NO SOLICITATION IS AVAILABLE AT THIS TIME. THEREFORE DO NOT REQUEST A COPY OF A SOLICITATION. ALL RESPONSES WILL BE USED TO DETERMINE THE APPROPRIATE ACQUISITION STRATEGY FOR THE FUTURE ACQUISITION. 2. Cannon AFB, NM is seeking sources interested in a possible contract to provide Integrated Solid Waste Management. The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform integrated solid waste management and recycling services for all base facilities and military family housing units at Cannon Air Force Base, New Mexico. The contractor shall comply with all local, state, regional, and federal regulatory standards. 3. The military family housing units are in the process of privatization with an undetermined convey date in the future which will affect the amount/quantity of refuse and recycling that will require handling. Housing units are located on base and off base. Once privatization is complete there will be zero (0) homes requiring refuse and recycling services. However, off base there is a Child Development Center and a base community park which will retain refuse & recycling services. Here is the maximum and minimum number of military family housing units: a. On Base: Maximum units: 342 units Minimum units: 0 b. Off Base: Maximum units: 421 units Minimum units: 0 4. All interested parties are invited to provide the following information for your company/institution and for any teaming or joint venture partners. Interested parties are requested to submit a Statement of Capability outlining past work relative to this requirement. The statement of capability shall include: a. Your Company/Institute Name Mailing Address Point of Contact (POC) to include phone/fax and e-mail address CAGE Code Website, if applicable State if your company is registered under NAICS Code 562111 or not State the size of your company in terms of personnel b. Description of Relevant Contract Experience (Government and Commercial) Provide examples of past experience on projects from Department of Defense, State and Local agencies that are similar to the above to include: Contract Number Government activity (i.e., West Point, City of New York etc.) Address Point of Contact (POC) Phone number(s) e-mail Dollar Value Description of the requirement Briefly describe how your company can satisfy the requirements described above, and your associated technical capabilities in five (5) pages (one-sided, 12 pitch, Times New Roman) or less. 5. Contractors capable of providing these services should submit a Statement of Capability containing the above referenced information via e-mail to the persons stated below in paragraph eight (8). Any information provided by industry to the Government as a result of this sources sought synopsis is strictly voluntary. Responses will not be returned. No entitlements to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses, or the Government's use of such information. The information obtained from industry responses to this notice may be used in the development of an acquisition strategy and future Request for Proposal (RFP). 6. ORGANIZATIONAL CONFLICT OF INTEREST (OCI) The Federal Acquisition Regulation (FAR) Subpart 9.5 requires that action to avoid, neutralize, or mitigate potential organizational conflict of interest be accomplished. Potential Offerors will notify the Contracting Officer (CO) in writing within five (5) days of the receipt of the actual RFP (RFP to be released at a later date) regarding any actual/potential OCI and provide applicable mitigation plans. 7.
