- NASA/GSFC has a requirement for:1)Develop a complete set of documentation on the configuration, and operation ofthe NASA Antarctic Interactive Launch Support (NAILS) system in McMurdo, Antarctica.a.Include All S-band and L-band options for Up and Downlink and the options for useof Remotely located National Science Foundation (NSF) High Resolution PictureTransmission (HRPT) systems.b.Provide a separate documentation for the Uplink and for the DownlinkConfigurations.c.Provide a data flow path for current links to National Oceanic and AtmosphericAdministration (NOAA) Satellite Operations Center (SOC) and for the requested DedicatedBandwidth on the Closed Input/Output (I/O) network2)Provide for manpower to test the end-to-end system and to support on-orbittesting on-demand through July 31, 2012a.Include testing of the new software-defined radio augmentation with L-bandpasses.b.Include testing of the S-band command system so that it is ready when calledupon.3)Purchase parts for the computer and Radio Frequency (RF) systems as required tosimulate the NAILS in Contiguous United States (CONUS) and to provide spare parts for thesystems in McMurdo, as determined necessary from the above testing.4)Provide for travel of two trips within CONUS for engineers traveling betweenNorth Carolina and Goddard to work on the above developments.a.Include per diem for 2 weeks total in Maryland.Milestone Payments are authorized as follows:Advanced payment of 50% authorized for completion of Items 1, 3, and 4.Partial payment of 20% for item 2 work in progress after April 15, 2012.Final payment of 30% for completion of all items after July 31, 2012Period of Performance: Feb 15, 2012 July 31, 20125) Provide Personnel Qualifications for engineers, who will handle the annual fieldMaintenance for the NAILS Satellite Ground Station for the Polar Orbiting EnvironmentalSatellites (POES)/Meteorological Operations (MetOp) Project, including:a. Medical Pre-qualifications required to meet the National Science Foundation USAntarctic Program guidelinesb. Training on the NAILS system for one engineer specializing in Radio FrequencyMaintenance and repairsc. Training for on Engineer specializing in software for the Software-Defined Radio andin networkingd. Pre-travel technical preparations and associated purchasese. Funding for travel (eg commercial airfare) to/from Christchurch, New Zealand andsalaries for three weeks travel total in New Zealand and in McMurdo. Travel is dependentof uncontrolled variables such as weather in Antarctica and military aircraftavailability. Hence, provisions need to be made for unpredicted extended travel up to 5weeks total.Period of Performance August 1, 2012 February 1, 2013NASA/GSFC intends to purchase the items from DigiServ, Inc.since they have beensupporting a proprietary Satellite Ground Station for NAILS.The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:00 p.m. local timeon April 26, 2012. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
