Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION WILL BE ISSUED ON A LATER DATE. The National Cancer Institute (NCI), Clinical Genetics Branch (CGB), Division of Cancer Epidemiology and Genetics (DCEG) intends to solicit proposals from sources for the recompetitions of a contract for support of interdisciplinary studies in Clinical Cancer Genetics. The contract will establish a mechanism to provide a source of administrative, clinical nursing, genetic counseling, biospecimen acquisition and logistic support services for CGB investigators and services required to conduct a wide variety of domestic and international family studies and field (case-control and cohort) studies. The face-to-face evaluation of individuals at increased genetic risk of malignancy is the primary focus of CGB's portfolio. The successful offeror for this acquisition will be required to successfully perform the following activities: : assessment of study participant eligibility and enrollment, study-specific SOPs and forms development, data collection, entry, QC and management, coordinating clinical evaluation of participants at the NIH Clinical Center and in their home communities, genetic counseling, and death certificate/medical records/pathology/imaging study retrieval. The contractor also interfaces with collaborating repositories and laboratories, monitors receipt, processing, and storage of biospecimens, coordinates transfer of specimens and/or de-identified data to contracting and collaborating laboratories and investigators, and plans/participates in field trips for sample collection/evaluation of families unable to travel to the Clinical Center. The scientific design and oversight of the contract-supported activities are the responsibility of CGB's professional staff. This work is currently being conducted under contract HHSN261200655004C held by Westat, Inc. The services will be acquired through full and open competitive procedures under NAICS 541990. It is anticipated that a cost reimbursement, term type contract will be awarded with a 1-year base period and 4 (four) 1-year options of performance beginning on or about September 15, 2012. The RFP will be available electronically on or about May 15, 2012 and may be accessed through the FedBizOpps at www.fbo.gov. All responsible sources may submit a proposal which will be considered by the Agency. This notice does not commit the Government to award a contract. No collect calls will be accepted. No facsimile or email transmissions will be accepted. IT IS THE OFFERORS RESPONSIBILITY TO MONITOR THE ABOVE MENTIONED SITE FOR THE RELEASE OF THE SOLICITATION AND ANY AMENDMENTS.
