Description
The U.S. Department of Commerce, NOAA, intends to purchase 50 each of Dryer Assembly, Radiodetection Corporation P/N 48058, NSN: 4440-01-398-2207 and 50 each of Desiccant Tower Radiodetection Corporation P/N 35401, NSN: 4440-01-398-2209. These items are being purchased for the National Weather Service (NWS), NEXRAD program, to be delivered to the National Logistics Support Center, Kansas City, MO. The intended procurement is for supplies for which the Government intends to acquire under the guidelines of FAR Part 13, Simplified Acquisition Procedures. The Government intends to solicit and negotiate with only one known source under the authority of FAR 13.106-1(b). Both items are manufactured by the Original Equipment Manufacturer (OEM) SPX Corporation, d/b/a Radiodetection Corporation. These items are manufactured solely by the OEM for use in the NWS NEXRAD system. The OEM markets their own products and does not utilize a network of wholesale distributors. The unique characteristics and physical form of these items makes them the only acceptable parts. Because the design is the intellectual property of Radiodetection Corporation, the Government does not have access to the specific design features. The Government has no design rights to the items and does not possess the drawings that specify the parts. This was determined through communications with the OEM. The NWS performed a market research and found there are no substitute part numbers or manufacturers identified through the search. This is not a request for proposals and there is no solicitation available at this time. The anticipated award date shall be within 10 calendar days after the date of this publication. The Government reserves the right to solicit bids based on the receipt of affirmative responses to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, furnish detailed information concerning their capabilities to provide these products. Interested firms must submit support documents if providing or proposing to provide other than the specified dryer assembly (P/N 48058) or desiccant tower (P/N 35401) that meets the same fit, form and function as the specified part numbers. Also include the name, telephone number, and point of contact for businesses or other Government agency to which it has previously provided the item. All responsible sources may submit a quote which will be considered by the Agency. All contractors doing business with the Eastern Region Acquisition Division (ERAD) must be registered with the Central Contractor Registry (CCR) or certification of registration in the Online Representations and Certifications Application (ORCA). This is a Government initiative that was designed by the Integrated Acquisition Environment (IAE) to replace the paper Representations and Certifications (Reps & Certs) process. No award can be made unless the vendor is registered with CCR.
